Job Summary

As an Assistant Chief Finance, Accounting role at the Texas Department of Public Safety, you will serve as an executive member of the Finance division, assisting with financial affairs for all financial programs, agency payroll, accounts payable and travel payable, and financial reporting. You will plan, assign, and supervise the work of others, working under minimal supervision with extensive latitude for initiative and independent judgment within departmental policies and procedures.

Responsibilities
  • Direct the activities of Accounts Payable, Travel Payable, Credit Card Teams, Financial Reporting, Cash Receiving, and Payroll and the management of operations and activities in accordance with state and federal laws, rules, regulations, and statutes.
  • Respond to requests from various state agencies and legislative entities, including the State Comptroller's Office, Governor's Office, Legislative Budget Board, and House Appropriations and Senate Finance Committees.
  • Assist with planning, organizing, and directing programs to control the financing of the Department's operations.
  • Coordinate with executive management and staff in the formulation and revision of Department policies.
  • Develop, establish, and implement goals and objectives consistent with the agency strategic plan.
  • Coordinate, plan, implement, and assist in the direction of fiscal functions, including accounting, budgeting, purchasing, processing and approval of claims, and the preparation of financial reports.
  • Assist in establishing, installing, and directing the maintenance of efficient accounting systems for controlling, recording, and reporting transactions in the various operating funds.
  • Coordinate with state and federal auditors to provide information for the single audit and other audit reports.
  • Oversee the preparation of periodic financial statements, analysis, and reports.
  • Serve on various state committees and participate in organizations concerned with state agency finance problems.
  • Plan, assign, and supervise the work of others.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
Qualifications
  • Education: Graduation from an accredited four-year college or university with major coursework in Accounting, Finance, Business Management, or a related degree.
  • Experience: Minimum of eight years' experience performing in governmental accounting or management, with three years in a supervisory capacity.
  • Licensure and/or Certification: Valid driver's license and automobile insurance.
  • Regulatory Skills: Knowledge of Federal, State, and Departmental policies, procedures, rules, and regulations, the Department's organizational structure and functions, and responsibilities of various Divisions.
  • Supervisory/Managerial/Leadership Skills: Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management.
  • Accounting Skills: Considerable knowledge of generally accepted accounting and financial reporting principles and practices, budgeting processes and methods, and equipment, software, methods, and processes applicable to automating complex, large-volume accounting and budgeting activities.
  • Technology: Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and automated accounting systems.
  • Interpersonal Skills: Ability to exercise poise, tact, diplomacy, and establish and maintain positive, working/professional relationships with internal/external customers.
  • Analytical Skills: Ability to analyze factors and elements in agency's budget issues and identify and present alternative solutions.
  • Organizational Skills: Ability to work effectively under conditions of frequently changing priorities while making progress on several tasks.
  • Presentation/Communication Skills: Ability to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences.
