Financial Operations Manager

The Financial Operations Manager is responsible for overseeing the day-to-day financial operations of the Head Start and Child Development Department at Kings Community Action Organization (KCAO). This role plays a crucial part in advancing the department's capacity to provide high-quality early childhood education.
The department's budget may range from $15 million to $20 million, requiring strategic collaboration with the Head Start Child Development Director to align revenues and expenses with the agency's and department's goals and objectives. This includes multi-year forecasting for program enrollment, classroom/office utilization, and staffing to support department operations.
The position ensures that financial operations comply with the terms and conditions set by funders, as well as the agency's internal policies and procedures.
Responsibilities- Oversee the development and modification of annual program budgets in a timely manner.
- Analyze and track revenue and expenses to identify trends and projections.
- Supervise assigned staff and meet in-kind requirements, including timely and accurate reporting.
- Conduct periodic reviews to ensure compliance with eligibility files and records for the Child and Adult Care Food Program.
- Develop and monitor earning projections for state contracts and ensure compliance with contract terms related to allowable program costs.
- Contribute to the development and maintenance of department staffing plans, classroom/office operating, and enrollment plans.
- Develop multi-year revenue and expense forecasting models and formulate a strategic business plan based on these forecasts and the current/future status of funding sources.
- Submit required documentation for vendor payments, provider reimbursement, staff reimbursements, etc.
- Review and approve all financial transactions involving department funding.
- Generate financial data, compile comprehensive reports, analyze departmental trends, and evaluate the financial health of the department.
- Present monthly reports to the Head Start Policy Council, Finance Board Committee, and Board of Directors.
- Participate in Executive Leadership meetings to identify strategies to achieve financial goals.
- Ensure compliance with Federal and State laws, policies, and accounting standards.
- Bachelor's Degree in Business Administration, Public Administration, Accounting, or a related field.
- Five years of supervisory, administrative, and financial management experience.
The estimated salary for this position is $5,062.25 - $6,364.67 per month or $60,747.00 - $76,381.01 annually, depending on qualifications and experience.
