Job Summary

We are seeking a highly motivated and organized Human Resources Director to join our team at the Commonwealth of Massachusetts Executive Branch. As a key member of our HR Operations Unit, you will oversee and manage HR administrative functions, processes, and procedures for the Office of the Governor, the Executive Office for Administration and Finance, the Human Resources Division, and other Executive Department agencies.

Key Responsibilities
  • Manage day-to-day employee needs, including position management, job postings, background checks, onboarding and offboarding, benefits administration, time and attendance, performance management, and compliance.
  • Work closely with the HR Operations Unit to coordinate resources for critical HR deliverables, such as recruitment, retention, compensation, leave management, and workplace accommodations.
  • Provide expertise and guidance on HR practices and policies to various partners and stakeholders.
  • Assist in the recruitment process, including resume review, candidate sourcing, interview efforts, and onboarding.
  • Administer employee benefit and leave programs, including advising and educating employees on benefit options and leave policies.
  • Monitor payroll expenditure reports and ensure accuracy of employee pay through Self Service Time & Attendance (SSTA).
  • Consult with the Director of HR Operations, General Counsel, and Employee Relations to ensure HR policies comply with federal, state law, and applicable bargaining unit contracts.
Requirements
  • At least 5 years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in business administration, public administration, or a related field.
  • Experience in project management, supervisory, or managerial capacity, or equivalent combination of experience and substitutions.
  • Knowledge of human resources and payroll administration, including rules and regulations.
  • Ability to analyze and determine the applicability of personnel data, draw conclusions, and make recommendations.
  • Organizational skills, including ability to manage multiple tasks and assignments simultaneously.
Preferred Qualifications
  • Experience using the Human Resources Compensation Management System (HR/CMS) to administer benefits, worker's compensation, and health insurance administration.
  • Experience working in a unionized environment.
  • Previous experience with the EPRS and MassPerform process.
  • Knowledge of current software, such as Microsoft Word, Excel, and PowerPoint.
