LCG is a minority-owned technology consulting firm that has been a trusted partner to more than 40 federal agencies, including 21 of the 27 Institutes and Centers (ICs) at the National Institutes of Health (NIH). For over 25 years, LCG has brought digitization and innovation to the Health and Human Services (HHS) and the NIH ecosystems.

We support IT organizations by bringing precision technology and operation models that achieve mission capabilities and performance success.

Job Overview

LCG is seeking an IT Change Management Analyst (mid) to support and participate in IT change management initiatives that enable desired organizational changes with minimal disruption to business processes.

The analyst will work closely with various NIH Institutes and Centers (ICs) to ensure effective planning, implementation, and management of IT changes that align with NIH's mission-critical goals.

The role involves analyzing business processes, assessing risks, and coordinating the execution of IT changes, with a strong focus on cloud resource utilization and improving operational performance.

Key Responsibilities
  • Change Process Support: Collaborate with stakeholders to support and participate in IT change management initiatives, minimizing disruptions to business processes and ensuring seamless transitions.
  • Risk and Readiness Analysis: Analyze business processes and IT change plans to identify risks, potential conflicts, and evaluate the organization's readiness for change.
  • IT Change Implementation: Assist in the planning, coordination, and implementation of IT change projects, including cloud services and systems modifications, ensuring they align with NIH's objectives.
  • Testing and Validation: Test and validate IT changes before deployment to ensure they meet organizational standards, are compliant with security requirements, and are implemented successfully.
  • Stakeholder Engagement: Develop and maintain relationships with stakeholders and acquire a working knowledge of existing business processes to understand the impact of changes and contribute to transition planning.
  • Documentation and Training: Maintain detailed documentation of change management processes and procedures. Coordinate resources, communication, and training to support the implementation of changes.
  • Post-Implementation Monitoring: Administer post-implementation surveys, collect data, perform analysis, and measure the results of changes to ensure objectives are met and areas for improvement are identified.
  • Project Reporting: Develop and maintain project plans, risk management plans, quality assurance requirements, and status reports for IT change initiatives, following NIH's performance lifecycle and security standards.
  • Compliance and Best Practices: Support adherence to HHS Enterprise Performance Lifecycle (EPLC) Framework, NIH CPIC processes, and HHS/NIH enterprise architecture and IT security standards.
  • Transition Support: Assist in contract transition activities (Transition-In/Out), ensuring that transitions are seamless, documented, and meet agreed-upon timelines and milestones.
  • Quality Assurance: Contribute to the development and implementation of Quality Assurance Plans (QAPs) to ensure IT changes are delivered to agreed performance standards.
  • After-Hours Support: As needed, provide after-hours support for production-level changes, including cloud services changes, to ensure minimal disruption to NIH operations.

Qualifications

  • Education: Bachelor's degree in Information Technology, Computer Science, or a related field.
  • Experience: 2-4 years of experience in IT change management, project management, or a related role, with exposure to IT systems, cloud services, and change implementation.
  • Skills:
  • Strong analytical skills to identify risks and assess organizational readiness.
  • Excellent communication and stakeholder management abilities.
  • Experience with IT project documentation, risk management, and testing methodologies.
  • Familiarity with cloud platforms and services.
  • Ability to manage and coordinate multiple change initiatives simultaneously.
  • Knowledge of NIH's mission and IT landscape is preferred.
