Job Summary

We are seeking a highly skilled and experienced Communications Center Assistant Manager to join our team at the BLM Wyoming State Office Oil & Gas Reservoir Management Group. As a key member of our operations team, you will be responsible for coordinating and providing formal oversight of the utilization of CJIS, including adherence to FBI policies and procedures for the National Crime Information Center, NLETS, and relevant State CJIS interfaces.

Key Responsibilities
  • Coordinate and provide formal oversight of the utilization of CJIS, including adherence to FBI policies and procedures for the National Crime Information Center, NLETS, and relevant State CJIS interfaces.
  • Maintain oversight of the ICC's operations, providing operational coordination of the technical and program work of the ICC, and ensuring compliance with Agency and Departmental Law Enforcement reference manuals and handbooks.
  • Develop and implement strategies to meet requirements of Agency and Departmental LE policies, serving as a point of contact for external partners and customers, and considered a subject matter expert as it relates to ICC operations and development of SOP.
  • Coach and supervise the efforts of the team in carrying out broad project assignments, actionable events, milestones, deadlines, work methods, problem-solving, and workload accomplishment, with emphasis on mission support and ICC operations.
  • Serve as a first-line supervisor for Public Safety Mission Support Technicians and/or Administrative Dispatchers, and directly supervise Lead Mission Support Technicians and/or Lead Administrative Dispatchers.
  • Provide technical and administrative supervision to Mission Support Technicians and Administrative Dispatchers working 24 hours a day, seven days a week, 365 days a year.
  • Set performance standards for and evaluate the performance of assigned lead personnel, carrying out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO, internal management controls, Merit Systems Principles, Safety and Occupational Health obligations, performance management, management of ethics, conduct, and discipline, and hiring reform.
  • As the assistant manager, the incumbent is responsible for managing the operation of the ICC and providing focused, responsible coverage for emergency and administrative situations.
  • Plan, organize, supervise, and coordinate the activities of the ICC for Department of Interior (DOI) bureaus, and the United States Forest Service (USFS).
  • Participate in the development, supervision, and implementation of long and short-range plans for the ICC's operations.

Qualifications

This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen-out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

  • Testing Designated Position (TDP) under the Department of the Interior Drug-Free and Alcohol-Free Workplace Program.
  • Position requires rotating shift work (nights, holidays, and weekends).

You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:

  • Applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines, and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs sufficient to interpret and analyze data and information to make appropriate recommendations to Law enforcement Officers.
  • Knowledge of the field techniques of law enforcement officers, special agents, and federal employees in order to enable informed tracking, monitoring, and support of their activities.
  • Working knowledge of computer software and hardware systems in use in the ICC, to include complex radio systems; operating systems; Computer Aided Dispatching systems; a multi-function telephone system including E911; personal computers; radio transmission recording devices (long-term audio, instant recall, video recorders); Emergency Backup Power Systems, and criminal justice inquiry software, various communications programs, word processing, and spreadsheet software, and form creating/editing software (such as MS Word, MS Excel, Adobe, or equivalents).
  • Working knowledge of various computer systems accessed by public safety operations to include NCIC, NLETS, and the appropriate state system(s).
  • Knowledge of management techniques used in planning, budgeting, and procurement with the ability to apply those processes to complex mission support operations.

You may meet qualifications requirements for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Physical Demands: The work is basically sedentary, but may require frequent trips to network user agencies to attend meetings or obtain project-related information. Overtime and shift work may be required.
