Job Title: Deputy City Clerk III

We are seeking a highly skilled and experienced Deputy City Clerk III to join our team at the City of Torrance, CA. As a key member of our City Clerk's Office, you will play a critical role in supporting the City Council and various commissions.

Job Summary:

The Deputy City Clerk III is a management position that supervises the daily operations of the City Clerk's Office. Under general direction from the elected City Clerk, you will manage and coordinate the programs and activities of the office; supervise office staff responsible for maintaining official City records, conducting elections, and providing information to the public; coordinate assigned duties and responsibilities with other City Departments and outside agencies; provide highly responsible and complex administrative support for the City Clerk, the City Council and various commissions; and perform related work as required.

Responsibilities:
  • Supervise and manage the daily operations of the City Clerk's Office
  • Coordinate programs and activities of the office
  • Supervise office staff responsible for maintaining official City records, conducting elections, and providing information to the public
  • Coordinate assigned duties and responsibilities with other City Departments and outside agencies
  • Provide highly responsible and complex administrative support for the City Clerk, the City Council and various commissions
  • Perform related work as required
Requirements:
  • Four (4) years of progressively responsible experience performing professional administrative support and complex office administration duties within a public agency
  • At least one year of experience in a supervisory or management position
  • Bachelor's degree or equivalent with major course work in business administration, public administration or closely related field
  • Designation as a Certified Municipal Clerk (CMC) from the International Institute of Municipal Clerks (IIMC) is highly desirable
  • Possession of a valid Class C California Driver's License and a safe driving record
  • A valid Notary Public License must be obtained prior to the completion of the probationary period and maintained thereafter
Preferred Qualifications:
  • Bachelor's degree or equivalent with major course work in business administration, public administration or a closely related field
  • Supervisory experience in a City Clerk's Office
  • Designation as a Certified Municipal Clerk (CMC) from the International Institute of Municipal Clerks (IIMC)
  • A high degree of sensitivity to the public and constituencies
  • Strong public contact, communication, and interpersonal skills to effectively interact with all levels of staff and City Officials with tact, diplomacy, ethics, and integrity
  • Records management experience
  • Budget preparation and management experience
  • Strong writing and analytical skills
  • Ability to think strategically, anticipate problems, and bring innovative solutions
  • Excellent organizational and research skills with the ability to follow through
  • A proven track record of delivering high-quality, error-free products with tight deadlines
  • Ability to work a flexible schedule (days and evenings) to accommodate City Council and Commission meetings and deadlines

The City's contribution for health insurance is up to $1,470.96/month.

The City's monthly contribution for vision insurance is $3.33

The City's monthly contribution for dental insurance is $33.71/EE only and $67.42/EE +1 or more

The City provides a Cash In-Lieu payment of $400 per month for eligible full-time employees for as long as the employee opts-out of medical coverage

Category A employees: City shall cover under a $100,000 accidental and $200,000 term life insurance policy

Category B employees: City shall cover under a $100,000 accidental and $100,000 term life insurance policy

Disability Insurance (sec 3.1)

Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Employees hired prior to 09/21/2010, City pays 7% EPMC (9% for Fire Chief and Police Chief).

New members hired on or after 1/01/2013 pay 50% of normal cost with three year average final compensation.

401A Plan: City will match up to maximum of 0.5% of monthly base pay

Accrual rate is 6 (six) hours per month. (Except City Manager)

Admin Leave: 8 days per fiscal year (Category A employees)
