Human Resources Manager

The City of Cookeville seeks a highly skilled Human Resources Manager to oversee the administration of human resources, risk management, and employee compensation/benefit programs. This position requires a strong understanding of human resource principles, practices, and procedures, as well as the ability to interpret and apply relevant laws and regulations.
The ideal candidate will have a minimum of five years of progressively responsible experience in human resources, with a focus on employee relations, recruitment, and benefits administration. A Bachelor's degree in human resources management, public administration, or a related field is preferred, as is HR certification from a recognized professional organization.
Key Responsibilities:
- Develop and implement human resources policies and procedures
- Provide guidance and support to department directors and employees on human resources-related matters
- Oversee the recruitment and selection process, including job postings, interviews, and background checks
- Administer employee benefits, including health insurance, retirement plans, and paid time off
- Manage employee relations, including conflict resolution, performance management, and disciplinary actions
- Ensure compliance with relevant laws and regulations, including Title VII, the Americans with Disabilities Act, and the Family and Medical Leave Act
Requirements:
- Minimum of five years of experience in human resources
- Bachelor's degree in human resources management, public administration, or a related field
- HR certification from a recognized professional organization
- Strong understanding of human resource principles, practices, and procedures
- Ability to interpret and apply relevant laws and regulations
