Business Information Analyst

Job Summary
This role is responsible for the ongoing analysis, development, improvement, and maintenance of division applications and systems to support division strategies and outcomes. The ideal candidate will utilize analytical processes to evaluate and provide data reports on internal stakeholder projects and processes to deliver business intelligence and strategic recommendations.
Key Responsibilities
- Acts as lead for new project initiative and coordinate with Technology Services on back-end configuration changes;
- Works as a facilitator of projects and process development for all aspects of the assigned systems and acts as technical resource to division;
- Compile, audit, analyze, translate, and ensure data is reliable and valid;
- Provide business data reports to support division strategies and objectives;
- Evaluate and provide recommendations, design, and implement process changes, and monitor progress and provide results;
- Identify and work with internal and external stakeholders to resolve application issues with assigned software;
- Design, develop, guide, and manage infrastructure asset management programs including the development of concepts, procedures, guidelines, analytical methods, decision-making systems, risk mitigation, data collection, and best practices;
- Collaborate with internal and external stakeholders to integrate new systems and processes with existing ones to ensure systems meet long-term goals and objectives;
- Review, create, maintain, administer, and monitor standard operating procedures, work plans, performance standards and goals, and activities to ensure department/division objectives are achieved;
- Provide technical expertise and assistance to other department staff;
- Provide end-user training developed processes, software, and systems;
- Provide staff with first line troubleshooting of issues and how-to guidance on applications;
- Write Request for Proposals (RFPs) for new Electric applications;
- Prepare paperwork needed for purchasing upgrades/new applications;
- Perform querying of MS SQL databases connected to Electric applications;
- Administer Electric front-end components of applications and document related processes;
- Participate in Electric software selection, front-end integration, testing, and implementation;
- Oversee Electric front-end licensing for Electric department applications;
Requirements
- Bachelor's Degree from an accredited college or university in Computer Science, Management Information Systems Business Administration, Business Computer Systems, or related field;
- Three (3) years' experience in application administration, computer programming, data management, information systems, or related field;
- OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job;
Preferred Qualifications
- Knowledge of City of Denton policies and procedures;
- Knowledge of SQL and relational databases;
- Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget;
- Knowledge of effective research-based strategies, theories, techniques, and methodologies;
- Skill in moderate-to-complex problem solving;
- Skill in performing mathematical and statistical calculations with accuracy;
- Skill at the college level, in reading, writing, speaking, and interpersonal communications, including principles of English and grammar usage;
- Skill at the intermediate level, working with Microsoft Office 365, and other software systems to complete work;
- Skill in providing exceptional service to internal and external customers;
- Skill in interpersonal relationships, including using tact, patience, and courtesy;
- Skill in creating new concepts and promoting innovation through continuing education and professional networking;
- Ability to communicate effectively, both in oral and in written forms, speak publicly, and listen intently to other points of view;
- Ability to work independently to manage multiple work tasks while balancing competing priorities with attention to detail and in a fast-paced environment;
- Ability to establish and maintain effective interpersonal relationships;
- Ability to create reports, handle records and complex situations of a confidential nature;

- Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders;

- Ability to develop, understand, interpret, and apply rules, policies, and procedures operations;
- Ability to prepare budget documentation and to monitor expenditures to implement fiscal control and maintain budget compliance;
Working Conditions
- Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment;
- Must pass a drug test, criminal history background check and social security number verification;
- Must pass a driver's license check;
Environmental Factors and Conditions/Physical Requirements
- Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition;
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures;
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor;
