Job Description

The Facilities Operations Manager for Healthcare is a crucial role at Mass. Eye and Ear, responsible for overseeing the administrative oversight of the capital construction program and associated budgets. This position requires exceptional leadership skills, extensive knowledge of physical plant infrastructure, and experience in Plant Operations Maintenance Management, Construction, or Project Management.

Key Responsibilities
  1. Develops and implements long- and short-range capital plans to support equipment maintenance and facilities operations.
  2. Develops preventive maintenance programs, establishes and coordinates effective preventive maintenance programs, and analyzes costs and work schedules.
  3. Evaluates the need for repairs, upgrades, and replacements of buildings, equipment, and utility systems.
  4. Provides resource information regarding facilities management, including liaison with neighbor institutions and groups as needed.
  5. Responsible for development and management of operating and capital budgets.
  6. Evaluates, reviews, and gives initial approval to all requests for materials, supplies, and equipment as governed by budgetary responsibilities and limitations.
  7. Works with leadership and the Planning Project team and provides facilities operations input as needed.
  8. Develops initial facilities-related project proposals and budgets for review and approval.
  9. Oversight of architects, engineers, consultants, and project managers (both internal and outside consultants).
  10. Provides liaison with all appropriate outside agencies, e.g., DPH, BFD, Boston Inspectional Services, DPS, etc.
  11. Assists in handling all utilities and analyzing expenses related to utility usage and develops strategies to reduce carbon footprint.
  12. Responds to all emergency situations as appropriate and approves planned & unplanned utility shutdowns/disruptions.
  13. Maintains and assures that all controls, logs, operating records, test and inspections are current and up to date.
  14. Negotiates and leads all aspects of construction contract development for final execution.
  15. Reviews and submits for approval all change orders (internal and contractor) if costs fall outside of the allocated budgeted funding.
  16. Handles internal user groups to facilitate construction activities and minimize user-initiated project changes that may increase the overall project cost.
Qualifications

The ideal candidate will hold a Bachelors degree in engineering or a related field, with a Masters degree preferred. A minimum of 5 years of prior healthcare facilities experience is required, with prior management experience preferred. The candidate should have experience in Plant Operations Maintenance Management, Construction, or Project Management, and possess a Professional Engineer or CHFM certification.

Estimated Salary

The estimated salary for this position is $90,000 - $120,000 per year, based on the location and industry standards.
