Transportation Technical Engineer

We are seeking a highly skilled Transportation Technical Engineer to join our team at the State of Washington. As a key member of our team, you will be responsible for managing federal and state transportation programs, directing and guiding local agencies, and providing technical assistance for growth and development of employees.
Key Responsibilities- Manage federal and state transportation programs for cities, counties, transit organizations, port districts, tribes, and other agencies.
- Direct and train agency staff in correct procedures for funding applications, environmental considerations, design requirements, ADA requirements, PS&E requirements, project advertisement, DBE requirements, procedural regulations, project and contract administration.
- Coordinate and provide subject matter expert design element reviews, hydraulic evaluations, design revisions, final inspection and audits of Federal Aid projects.
- Assist in the preparation of Local Agency consultant solicitations, selection and contract negotiations, functional classification changes, Right of Way acquisition process, project documentation reviews, project management reviews, DBE oversight, Project Excellence Awards, and Bridge selection field reviews.
- Obtain FHWA and Headquarters approval on project revisions, design deviations, and other matters on federal aid and state grant projects.
- Verify projects are constructed consistent with the project prospectus and NEPA documents on state and federal aid projects.
- Review and comment on PS&E submitted by local agencies.
- Provides technical assistance for growth and development of employees.
- One (1) year of experience as a Transportation Engineer or equivalent; OR three (3) years of experience as a Transportation Engineer or equivalent.
- Possession of a valid driver's license.
- Ability to operate a motor vehicle.
- Efficient at using Microsoft Windows, Word, Outlook, Excel, and Teams.
- Excellent verbal and written communication skills.
- Experience with federal guidelines as described per the Local Agency Guidelines (LAG) Manual.
- Thorough knowledge of WSDOT's organizational structure and internal processes to assist local agencies in working with WSDOT, Local Programs, and the Federal Highway Administration.
- Experience coordinating and collaborating with local, state, and federal agencies.
- Experience coaching and mentoring subordinate staff for professional growth and development.
- Experience preparing recommendations and presentations for executive staff decision making.
- Knowledge of regional planning process, to include the Statewide Transportation Improvement Plan (STIP).
- Knowledge of all aspects of preliminary engineering phase; including NEPA, WSDOT & AASHTO Design Stds, and PS&E.
- Knowledge of right of way acquisition requirements and the Uniform Act.
- Knowledge of construction administration and documentation requirements, including inspection, materials documentation, application of specifications, change orders, and project closures.
- Knowledge of federal laws pertaining to ADA, Buy America, and competitive bidding.
- Knowledge of federal funding programs and program management processes.
