About the Opportunity:

11th Hour Service seeks a seasoned Enterprise Risk Management (ERM) expert to support a client engagement in Ft. Belvoir, VA. As an integral member of our team, you will contribute to organizational AU/SAUs documentation and validation, assessable unit project plan workbook support, risk assessment, risk response support, identification and development of key internal controls, assessment of key internal controls, self-identified deficiency CAP development and support, statement of assurance deliverable development, communication products, meeting support, and job aid, SOP, and end-to-end documentation support.

Responsibilities:

  • Organizational AU/SAUs Documentation and Validation:
    • Review AU/SAU listings, identify areas of duplication, document opportunities for standardization, and provide recommendations for improvement.
    • Conduct scoping assessments to evaluate existing documentation and determine additional effort needed to produce requested deliverables.
  • Assessable Unit Project Plan Workbook Support:
    • Develop and report on AU project plan workbook status for each MSC's RMIC program.
    • Support monthly status updates summarizing progress implementing each MSC's AU project plan.
  • Risk Assessment:
    • Facilitate risk assessment evaluation sessions for all organizational AU/SAUs in accordance with provided timelines and documented AU project plans.
    • Prepare necessary materials and capture information during working sessions to support reporting timelines for the annual statement of assurance.
  • Risk Response Support:
    • Support development and maintenance of risk response plans for MSC's risk owners.
    • Support data entry to ERM PMO-supplied or other agency's/organization's risk response templates and databases, maintaining effective record keeping and organizing files for future use.
  • Identification and Development of Key Internal Controls:
    • Work with MSC's RICA, AUMs/SAUMs, and other key stakeholders to identify/develop key internal controls to mitigate associated risks within the organization's AU/SAUs.
    • Develop key internal controls that do not currently exist or redefine/enhance existing controls to provide reasonable assurance that approved controls mitigate associated risks and address control objectives.
  • Assessment of Key Internal Controls:
    • Perform assessments of key controls relevant to each MSC and other controls identified by the government.
    • Review agency-wide ERM PMO guidance, consult with the ERM PMO for clarification as needed, determine the appropriate population and sample size, and execute internal control testing.
  • Self-Identified Deficiency CAP Development and Support:
    • Utilizing the CAP template, create CAPs for deficiencies identified through internal control testing performed by DLA personnel or DLA support contractors, applicable deficiencies identified during DLA agency management reviews, or applicable deficiencies reported in DLA OIG audit reports.
    • Review and update existing CAPs created to address existing self-identified deficiencies, ensuring CAPs appropriately identify root causes and are in the required format prescribed by the ERM PMO.
  • Statement of Assurance (SOA) Deliverable Development:
    • Support each MSC's RICAs in the development and analysis of SOA deliverables from each MSC's AU/SAUs.
    • Assist with the documentation of an organization-level statement of assurance to include management's evaluation of internal controls within the organization.
  • Communication Products:
    • Develop communication work products to promote organizational ERM & A-123 awareness and overall change management, making complex concepts relatable to the organization's workforce.
    • Develop executive communications, email messages, memos, newsletters, and articles for DLA websites.
  • Meeting Support:
    • Attend MSC RMIC program-related meetings as requested by the government for ERM-related meetings and develop requested content, including agendas, content, minutes, and follow-up action items to support meeting topics.
  • Job Aid, SOP, and End-to-End Documentation Support:
    • Support the government in the review or update of Standard Operating Procedures (SOPs), Job Aids, Desk Guides, flowcharts, process maps, business process narratives, or other programmatic process documents to support the MSC's RMIC program as specified by the Government.
