Job Summary

The Director of Human Resources provides strategic leadership and management of human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices, in accordance with Heartland Community Health Clinic's (HCHC) mission and strategic goals, federal and state laws and regulations, performance and outcome objectives, and accreditation standards.

Key Responsibilities
  • Prepares, updates, and recommends human resource policies and procedures for approval by the Board of Directors.
  • Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed.
  • Prepares, updates, and recommends a salary scale for approval by the Board of Directors and aligns all benchmark information.
  • Reviews and makes recommendations to executive management for improvement of the agency's policies, procedures, and practices on personnel matters.
  • Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters; including, but not limited to conducting investigations, maintaining records, and representing the clinic at hearings as needed.
  • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
  • Works directly with management to assist in carrying out their responsibilities on personnel matters.
  • Directs the processing of benefit claims; obtains and evaluates benefit contract bids; awards Board approved benefit contracts; designs and conducts educational programs on benefits programs.
  • Oversees the updating of job requirements and descriptions for all positions.
  • Maintains succession planning plans and updates annually.
  • Oversees the recruitment, hiring, and orientation process.
  • Assists with the development of clinician retention tactics.
  • Coordinates or conducts exit interviews to determine reasons behind separations.
  • Ensures planning, monitoring, and appraisal of employee performance by training supervisors to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
  • Maintains historical human resources records in a filing and retrieval system with past and current records.
  • Maintains professional and technical human resources knowledge.
  • Maintains professional affiliations, enhances professional development, and serves on any external committee to keep current in the latest health care trends and issues.
  • Assists with HRSA site visits and Service Area Competition Grants.
  • Assists with Patient Centered Medical Home recertifications.
  • Participates in audits pertaining to 401K and finance.
  • Provides day-to-day leadership and management reflecting the adopted mission and core values of HHS.
  • Interviews, hires, and supervises permanent and temporary employees, in conjunction with Human Resources.
  • Educates and trains staff, in consultation with the Vice President of Quality and Compliance, on quality improvement activities related to clinic organizational objectives, compliance, and individual job functions, i.e., OSHA, HIPAA, etc.
  • Ensures clinic compliance with all applicable federal, state, local, and HHS rules, regulations, protocols, and procedures governing the clinical provision of medical services as well as those relating to, but not limited to, workplace safety, public health, and confidentiality.
  • Is involved in HHS's continuous quality improvement efforts designed to improve patient outcomes.
  • Works in consultation with clinical teams, direct clinical support staff, and indirect clinical support staff to develop and implement policies and procedures that maximize patient-centered communication and services.
  • Maintains and assures confidentiality of patient information in accordance with HHS's policies.
  • Reports building/equipment problems through the appropriate channels.
  • Utilizes and maintains HHS laptop computer and cell phone to conduct clinical business during standard and non-standard hours as needed.
  • Performs any clerical duty or department related task as assigned by supervisor in a continuously changing medical practice.
  • Attends staff meetings, department meetings, in-services, seminars, and any other meetings as required.
Requirements
  • Bachelor's degree in human resources or related field required.
  • Five to seven years of experience in human resources required.
  • Ability to establish and maintain effective employee relationships.
  • Excellent interpersonal and written communication skills required.
  • Ability to remain objective and exercise good judgment.
  • Strong organizational skills.
  • Ability to travel to all locations and to meetings outside the service area; flexible hours required.
Salary Description

$85,000-$100,000 Annually
