The Texas Department of Aging & Disability Services seeks a skilled Data Analyst III to perform complex data analysis, data quality, data research, and data reconciliation functions. The ideal candidate will have a strong background in data analysis, statistical data modeling, and security protocols for data access, handling, and protecting confidential data.

Key Responsibilities
  • Perform data integrity functions in CAPPS Fin, subsystems, and applications, including maintaining data fields within the chart of accounts, establishing/updating data fields in CAPPS Fin, and performing combo edit rule maintenance.
  • Write, extract, query, and compile data in the completion of audit requests, open records requests, and ad hoc data requests, including writing and generating reports, extracting, querying, and compiling data, reconciling data, and researching deltas.
  • Prepare comprehensive financial and technical reports, such as the Monthly Financial Report, Legislative Annual Report, base reconciliation, Annual Financial Report, and Schedule of Expenditures of Federal Awards, by extracting, querying, and compiling data from CAPPS HR, CAPPS Financials, and databases.
  • Establish data quality metrics, measures against results, recommend, and implement improvements to data quality associated with processes such as determining and calculating the correct method of finance, forecasting, and reallocating expenditures.
  • Write scripts and develop code to compile and present statistics requiring various views or models using computer programming languages such as SQL and Visual Basic.
  • Maintain standard work procedures governing data usage, house, and display data, including developing databases, developing moderately complex queries, creating spreadsheets, and designing SharePoint sites.
  • Perform data analysis using statistical tools such as SAS and TOAD and applying industry standard methods and techniques.
  • Maintain data quality and assurance and consult with other departments (internal and external) to determine data needs.
Requirements
  • Knowledge of data analysis and statistical data modeling and security protocols for data access, data handling, and protecting and distributing confidential data.
  • Knowledge of budget and general ledger financial reporting preferred.
  • Knowledge of information technology and business services.
  • Skill in communicating effectively with functional staff.
  • Skill in managing multiple and competing priorities.
  • Skill in various programming languages.
  • Skill in various computer and system tools and applications.
  • Skill in documenting business processes.
  • Skill in problem solving and critical thinking.

Working Environment

The ideal candidate will work in a team environment and have the ability to work effectively with internal and external departments. The position requires regular attendance and adherence to agency leave policy.
