Job Summary

The Department of Early Education and Care seeks a highly skilled Chief Financial Officer to join its Executive Leadership Team. As a key member of the team, the CFO will be responsible for overseeing the department's fiscal operations, ensuring compliance with state and federal regulations, and providing strategic financial guidance to support the department's mission.

Key Responsibilities
  • Financial Planning and Budgeting: Develop and track the department's budget, forecast and monitor spending and revenue collections, and analyze best uses of agency funding to accomplish departmental goals.
  • Procurement Management: Provide leadership and management of the procurement of purchase-of-service contracts and systems, oversee the administration of all direct service contracts and fiscal aspects of interagency service agreements, and recommend appropriate contractual relationships and monitoring for quality services.
  • Accounting and Contracts: Oversee the management of accounting and payment processes to ensure prompt, accurate, and efficient payment of bills for goods and services.
  • Policy Development: Assist in policy development and project management by integrating knowledge of the agency's appropriations and federal and state legislative and regulatory mandates to help the agency reach its objectives.
  • Internal Controls: Maintain internal controls and ensure compliance, working with state Auditor, Comptroller, Affirmative Market Program, and others to ensure compliance with all state regulations and requirements.
Requirements
  • At least 7 years of full-time or equivalent part-time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management, with at least 4 years in a managerial capacity.
  • Knowledge of state finance law and regulations, principles and practices of administration and human resource management, state government and state accounting system, budget process, project management principles and practices, financial management, including financial analysis and budgeting, and methods and techniques used in the collection and analysis of data.
  • Ability to deal effectively with the state Legislature and state and federal government agencies on complex issues relating to finance, management, and programmatic issues, supervise a large staff with diverse responsibilities, and be responsive to demands of competing constituencies.
Preferred Qualifications
  • Knowledge of the principles and practices of financial management, including financial analysis and budgeting.
  • Ability to communicate the Early Education and Care mission and policy positions, interpret statistical data correctly, draw sound conclusions, and present information effectively.
  • Ability to lead and support development and implementation of program operations service provision improvements, lead and oversee regional area planning, service provision, coordination, program monitoring, and accountability processes, and analyze Early Education and Care-related legislation and policy.
