Civil Engineer

Job Summary:
This role is a key engineering position within the Northeast Regional Office, involving a wide range of field, technical, and engineering tasks aimed at obtaining compliance under Chapters 102, 105, and 106.
The responsibilities encompass a variety of areas, including but not limited to, compliance and permitting for erosion and sedimentation (E&S) pollution control, post-construction storm-water management, water obstructions, and encroachments, and the protection of water quality.
Key Responsibilities:
- Perform visual site inspections and investigations effectively.
- Implement environmental regulations.
- Accurately read and interpret plans and specifications to bring sites into compliance.
- Prepare comprehensive technical analyses, reports, and permits in conformance with Department regulations, policies, and procedures.
- Review erosion and sediment (E&S) pollution control plans and NPDES permit applications related to stormwater discharges from construction activities and Water Obstruction and Encroachment (WO&E) permit applications for their completeness and technical adequacy, ensuring adherence to program standards and the inclusion of all required documentation.
Work Schedule and Additional Information:
Full-time employment. Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
Telework:
You may have the opportunity to work from home (telework) part-time up to 3 days per week. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre.
Requirements:
- Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists.
- Successful completion of the Civil Engineer Trainee training program (commonwealth title).
- Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors, and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline.
- One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
Special Requirement:
These positions require possession of a valid Class C driver's license.
