Job Summary

Conti Federal is seeking a highly skilled Procurement Manager to join our team. As a key member of our organization, you will be responsible for establishing procurement strategies that optimize quality, cost, and timely delivery criteria.

Key Responsibilities

  • Develop and implement procurement strategies to ensure the timely and cost-effective acquisition of project materials and services.
  • Collaborate with Estimating and Pre-Construction teams to coordinate supplier selection, negotiate terms and conditions, and track supplier and subcontractor performance standards.
  • Negotiate with large national suppliers to optimize the value proposition across multiple contracts.
  • Manage risk using supplier qualification, contract terms, bonding, and insurance requirements.
  • Conduct periodic meetings with the Procurement team to ensure priorities are clear and the workflow is running smoothly.
  • Prepare periodic reports regarding procurement activities and take action to improve performance.
  • Ensure compliance with the Federal Acquisition Regulation (FAR).
  • Prepare, maintain, and review purchasing records, produce management reports, track the status of requisitions, contracts, and orders, approve bills for payment, calculate the cost of orders, and assign invoices to the appropriate accounts.
  • Conduct research via the Internet, catalogues, trade publications, and trade shows to identify potential suppliers.
  • Interview prospective suppliers to determine prices, discounts, terms, etc.
  • Create reports with vendor and product or service comparisons to support management decisions.
  • Prepare, maintain, and review purchasing files and records, price lists, and the status of requisitions, contracts, and orders.
  • Prepare procurement execution plans and oversee the full array of materials management and procurement functions.
  • Optimize the material and supplier portfolio.
  • Support and lead cost reduction efforts.
  • Recommend development and training plans for team members and evaluate their effectiveness.
  • Identify human resources requirements for the group according to best practices and market norms.
  • Carry out performance appraisals and goal setting for team members.

Requirements

  • U.S. Citizenship required for security clearance.
  • Bachelor's degree in a related field preferred.
  • Eight or more years of related professional experience in a comparable environment procuring related goods and services.
  • Professional knowledge of the Federal Construction industry methods and applications.
  • Professional knowledge in Construction Procurement.
  • In-depth knowledge of related governmental laws and legislation, especially the FAR.
  • Ability to manage financial resources and skilled in financial analysis.
  • Excellent people management and conflict resolution skills.
  • Demonstrated success in negotiating and influencing.
  • Excellent proficiency in MS Office products.
  • Detail-oriented and organized.
  • Engaged, proactive, resourceful, and self-motivated.
  • Possess strong analytical, organizational, and interpersonal skills.
