Senior Government Regulatory Compliance Specialist

The Senior Government Regulatory Compliance Specialist will play a crucial role in ensuring Development InfoStructure's adherence to USAID and federal regulations, particularly those related to Personal Services Contracts (PSCs). The ideal candidate will have extensive knowledge of the Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR), and USAID Acquisition Regulations (AIDAR).
About the RoleThis proposal-based position is contingent upon contract award. As a Senior Government Regulatory Compliance Specialist, you will provide expert guidance on policy alignment and advisory, regulatory guidance, compliance and audit support, regulatory updates, inquiry and audit assistance, and compliance review and assessment.
Key Responsibilities- Policy Alignment and Advisory: Collaborate with the company to ensure policies align with USAID guidelines outlined in ADS Chapter 302 and ADS 309 when applicable.
- Regulatory Guidance: Provide expert interpretation and recommendations on the implementation of AIDAR, specifically on Parts 722, 731, and 752.
- Compliance and Audit Support: Advise on compliance with relevant provisions of FAR, including Part 22, Part 37, and Subpart 7.3, ensuring adherence to regulatory standards.
- Regulatory Updates: Monitor changes to relevant USAID, OMB, and federal regulations, policies, and directives, providing timely updates and recommendations to the management team.
- Inquiry and Audit Assistance: Support the company in responding to regulatory inquiries, audits, and investigations, preparing documentation, and coordinating responses with oversight agencies as needed.
- Compliance Review and Assessment: Conduct reviews and assessments of the company's compliance with federal and USAID regulatory requirements.
- An advanced degree in Public Policy, Law, Business Administration, or a related field, or equivalent work experience.
- A minimum of 8 years in a policy advisory role within federal or foreign assistance environments, with a focus on regulatory compliance.
- Strong analytical skills, excellent communication abilities, and a proven ability to provide clear guidance on complex regulations.
- In-depth understanding of CFR, FAR, AIDAR, and USAID ADS policies related to PSCs.
- Experience working with USAID or similar government contracting environments.
- Experience working as, managing, or hiring PSCs.
- Experience with computer systems, including web-based applications, Microsoft Office 365.
