About the Role

We are seeking a seasoned Strategic Investment Leader to join our team at the U.S. International Development Finance Corporation (DFC) as Vice President, Financial Institutions.

Job Summary

The successful candidate will serve as a senior leader, managing direct loans and loan guarantees to financial intermediaries that lend to micro, small and medium businesses across various sectors in emerging markets.

Key Responsibilities
  • Serve as a key member of DFC's senior leadership team, contributing to overall strategy development, goal setting, and execution of Agency-wide priorities and initiatives.
  • Establish and build DFC's reputation to increase external stakeholder awareness of DFC's presence and impact in assigned sectors.
  • Develop and maintain DFC's institutional expertise, including key relationships with banks, fund managers, investors, industry experts, regional experts, service providers, international finance institutions, US government partners, and allies.
  • Provide strategic and operational direction to the organization, overseeing financing activities spanning the entire lifecycle of investments, including business development, screening, due diligence, negotiating, structuring, approval, disbursement, and post-investment management and monitoring.
  • Collaborate with investment teams to prioritize potential investment opportunities based on OSBFS strategy, Administration priorities, and project feasibility.
  • Distribute sector targets across investment staff based on capabilities, experience, and interests, determining required resources to accomplish strategic goals and objectives.
  • Evaluate departmental staff adherence to internal DFC policies and procedures.
Qualifications

To be considered for this role, applicants must meet eligibility and qualification requirements upon closing date.

They may qualify at the SL-00 level if they fulfill specific qualification requirements:

Mandatory Specialized Experience: At least one year of relevant experience at or above the GS-15 grade level or equivalent, demonstrating effective senior leadership and management of people and resources, as well as leading the provision of debt, guarantees, or other financial products to financial institutions operating in emerging markets.

Mandatory Qualifications: Addressing separate mandatory technical qualifications, statements should provide specific examples addressing relevant experience, accomplishments, and evidence of demonstrated superior technical qualifications. Failure to submit these will result in not being considered for the position.

Mandatory Technical Qualifications (MTQs): Maximum two pages per MTQ.

  • Demonstrated ability providing effective leadership and supervision to subordinates at a senior level within an organization.
  • Demonstrated experience providing strategic leadership and direction in planning, implementing, and evaluating short- and long-range initiatives to support strategic business plans and cross-functional business solutions.
  • Demonstrated experience originating, evaluating, and negotiating complex transactions, including within/with large financial institutions.
  • Demonstrated experience building networks and partnerships with a range of financial institutions across emerging markets that result in tangible investment opportunities.
  • Demonstrated experience identifying and pursuing innovative approaches to enhance financial services and access to finance in emerging markets.
