Job Summary

The U.S. Department of the Interior is seeking a highly skilled Program Manager to provide executive leadership to headquarters organizations and field activities. The selected candidate will direct the development and implementation of national policy and organizational improvement, providing analytical support and assistance in the development and implementation of self-governance, regulations, and policies.

Key Responsibilities

  • Provide executive leadership to headquarters organizations and field activities by directing the development and implementation of national policy and organizational improvement.
  • Provide analytical support and assistance in the development and implementation of self-governance, regulations, and policies.
  • Prepare, analyze, and respond to correspondence, legislation, testimony, regulations, reports, studies, briefing papers, and other items related to self-governance.
  • Provide analytical support and assistance to self-governance Tribes as they redesign programs, activities, functions, or services and build their capacity for self-governance.
  • Analyze programs and policies and support the Director and Self Governance Advisory Committee on a wide range of self-government issues.
  • Review reports and other program documents received from other Federal agencies (OMB, GAO, and the IG) and coordinate, drafts responses and determines deadlines for necessary actions.
  • Manage nation-to-nation relationships with Indian Tribes, Tribal leaders and formal government-to-government consultation to uphold the Federal trust responsibilities to Tribes.

  • Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 4 year period immediately preceding submittal of GSA Form 3607.
  • The full performance level of this position is GS-15.
  • Indian Affairs has determined that the duties of the position are suitable for telework, and the selectee may be allowed to telework with supervisor approval.
  • This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
  • Selectee's who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
  • Will be required to file an OGE, Confidential Financial Disclosure Report Form in accordance with 5CFR part 2634, Subpart I.
  • The salary stated in this vacancy announcement is from the Washington, DC pay tables. However, if the selectee's duty station is Vancouver, WA the selectee will be placed on the Vancouver, WA pay table.
  • Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

Qualifications

To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level performing of the following:

  • Experience providing sound management advice and guidance to senior level officials on administrative programs;
  • Experience assisting in the overall management and technical direction of mission support programs;
  • Experience conducting special projects using a wide range of methods for the assessment and improvement of complex programs, processes and systems;
  • Experience providing expert knowledge of organizations, programs, and mission goals, objectives and entities to include liaison with multiple stakeholders;
  • Experience planning, organizing, and completing analytical studies involving the substance of key mission critical programs;
  • Experience monitoring a program to assess needs and formulate recommended improvements for management;
  • Experience in contracting or contract work;
  • Experience in finance and/or accounting.
