Senior Contracts Specialist

Job Summary:
The Senior Contract Specialist (Vendor Relations) will be responsible for conducting and overseeing in-depth research, analysis, background reviews, and investigations concerning contractors, consultants, and suppliers' business integrity, ethics, and overall performance to facilitate informed responsibility determinations.
The position will perform background checks and other activities in support of MTA's vendor vetting evaluation process.
Key Responsibilities:
- Provides advanced Vendor Relations support to management within the Vendor Relations Division.
- Collects and analyzes vendor data for timely preparation of vendor due diligence.
- Interacts with multiple departments and agencies for required shared information.
- Conducts research leveraging internal and external databases capturing contractor, consultant (subcontractor and sub-consultant), and performance data.
- Researches, reviews, evaluates, and analyzes complicated court rulings, civil and criminal judgments, and other legal and business materials for Contractor Responsibility Background Reports.
- Creates, manages, and maintains a filing system storing necessary documents related to past and present vendor performance matters to promote the efficient operations of the Vendor Relations Department.
- Manages priorities, assignments, and tasks to enhance Vendor Relations timelines.
- Provides guidance and training for team members.
- Level one review and approval of completed vendor background checks.
- Provides status updates on the relevant tasks and activities to senior management as required.
Requirements:
- Bachelor's Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting, or a related field.
- Must have a minimum of four (4) years of business experience, preferably with exposure to contracts and procurement activities.
Competencies:
- Knowledge of public sector procurement management principles, government project administration, and government bid process.
- Knowledge of contract terminology, terms and conditions, procurement, and construction management (including construction scheduling).
- Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
- Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills (oral and written).
- Advanced knowledge and use of Microsoft Office Suite and document management software.
