Job Title: Business Analyst (DOT IT Functional Analyst Lead)

Join the Maryland Department of Transportation State Highway Administration as a Business Analyst (DOT IT Functional Analyst Lead) and play a critical role in the development and implementation of business systems and processes.

About the Role:

The Business Analyst will coordinate the efforts of the Asset Management Office, Office of Maintenance, and district maintenance shops to facilitate the operation of the State Highway Administration's (SHA) enterprise asset management system (EAMS) software solution.

This role involves conducting information gathering sessions, developing and upholding business practices and processes, and configuring new programs to manage the EAMS.

The Business Analyst ensures project efficiency, collaborates with various software user groups, tests solutions, and offers alternatives for evolving needs.

This role is responsible for production systems utilized in work order, maintenance management, and enterprise asset management.

The position provides technical assistance and support to various operational offices and district maintenance shops, including creating training materials, leading user application testing and training, and offering user support services.

The role also entails the creation and testing of application systems and software, with a focus on documenting business processes and fulfilling software and technical requirements.

Responsibilities:

• Coordinate the efforts of the Asset Management Office, Office of Maintenance, and district maintenance shops to facilitate the operation of the EAMS software solution.
• Conduct information gathering sessions, develop and uphold business practices and processes, and configure new programs to manage the EAMS.
• Ensure project efficiency, collaborate with various software user groups, test solutions, and offer alternatives for evolving needs.
• Provide technical assistance and support to various operational offices and district maintenance shops.
• Create training materials, lead user application testing and training, and offer user support services.
• Develop and test application systems and software, documenting business processes and fulfilling software and technical requirements.

Requirements:

• Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or other related field with specific coursework in the structure and use of automated information systems.
• Two (2) years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client-server platforms.
• One (1) year of experience in business analysis or a related field.

Preferred Qualifications:

• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
• Proficiency in data analysis tools and techniques such as Excel, SQL, and statistical analysis software.
• Excellent verbal and written communication skills, with the ability to present complex information in a clear and concise manner to various stakeholders.
• Experience with business process modeling, workflow diagramming, and requirements documentation.
• Familiarity with Agile methodologies and experience working in Agile development environments.
• Ability to collaborate effectively with cross-functional teams and facilitate meetings to gather requirements and drive decision-making.
• Proficient in MS Office applications (Teams, Word, Excel, PowerPoint, and Power BI).
• Ability to establish and maintain productive working relationships with officials, peers, and teams.
• Knowledge of industry best practices and trends in business analysis and process improvement.
• Experience with software tools such as JIRA, Confluence, or similar for project management and collaboration.
• Strong problem-solving skills with the ability to think critically and propose innovative solutions to business challenges.
• Understanding of business systems and technology, including ERP systems, CRM systems, and other enterprise applications.
• Certification in business analysis (e.g., CBAP, CCBA) or related fields (e.g., PMI-PBA, Agile Analysis Certification).

• Graduation from a standard high school or possession of a high school equivalency certificate and two additional years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications may be substituted for the required education.
• Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications may be substituted on a year-for-year basis for a high school education.
• U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
