Director of Public Information

We are seeking a highly skilled Director of Public Information to join our team at the New York State Office of Children and Family Services. As a key member of our Executive Staff, you will be responsible for planning, directing, and coordinating the agency's communication, media, public relations, marketing, and strategic initiative operations.
The ideal candidate will have a Bachelor's degree and seven years of experience managing, planning, organizing, and providing direction for a comprehensive strategic communications program for a large agency. You will be responsible for formulating and implementing policies with respect to all agency internal and external communication and media relations, public relations, and marketing.
Key Responsibilities:
- Advising the Commissioner, Executive Deputy Commissioner, and Deputy Commissioners in handling sensitive matters that have the potential to significantly affect agency policy, budget, and programs.
- Formulating overall media strategy to advance the agency's mission, oversight, and initiatives, and providing advice and counsel to agency executive staff regarding media relations.
- Developing and implementing communication strategies during crisis, ensuring accurate and appropriate messaging.
- Developing and recommending to the Commissioner and Executive Deputy Commissioner policies and activities for expanded media relations and public education in alignment with the Administration's position and the agency's mission.
- Coordinating media activities with the Governor's press office, other State agencies, and relevant outside entities concerning press events and activities.
- Directing and overseeing the selection of outside contractors that participate in the agency's media relations initiatives and/or public education programs.
- Serving as a member of the OCFS Executive Steering Committee for Diversity, Equity, and Inclusion (DEI) and incorporating DEI concepts into the work of the Public Information Office.
- Overseeing and approving the text and graphics of all speeches and presentations given by agency staff to ensure consistency with the Administration's position.
- Coordinating all agency marketing and social media presence in furtherance of agency-wide workforce needs and all high-level agency-wide initiatives.
- Overseeing and approving materials for the agency's website to ensure content is appropriate for the target audience.
- Directing external affairs activities of the agency, including planning, organizing, and implementing comprehensive communication, outreach, and customer information efforts, and representing the agency in public and media relations matters.
- Supervising, training, and evaluating staff of the agency's Public Information Office.
Additional Requirements:
Background Investigation Requirements: All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment.
Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.
Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
