Job Summary

We are seeking a highly skilled Design and Construction Contracts Specialist to join our team at Sound Transit. As a key member of our Procurement and Contracts Division, you will be responsible for managing procurement and contract administration functions for architectural and engineering services and construction projects.

Key Responsibilities
  • Analyze procurements to determine the most appropriate procurement approach and provide guidance to internal and external stakeholders on procurement policies, procedures, and regulations.
  • Develop and manage the procurement process for architectural and engineering and public works projects, ensuring compliance with federal and state laws, rules, and regulations.
  • Guide project teams in the development of project scope, selection criteria, and scoring, and review and recommend changes to technical specifications to ensure compliance with applicable laws and regulations.
  • Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with laws and regulations, and conduct responsive/responsibility reviews to determine responsiveness.
  • Manage the negotiation process for architectural and engineering services, including developing negotiation strategies, performing cost/price analyses, and negotiating contract terms and conditions.
  • Ensure contracts include agreed-upon terms, conditions, costs, and other required items, and execute contracts and change orders within established delegated authority.
  • Provide guidance to project team members and contractors on contractual terms and conditions, applicable laws and regulations, and internal policies and procedures.
  • Resolve minor contractual disputes between Sound Transit and contractors, and manage change order process to ensure compliance with federal and state regulations and internal policies and procedures.
  • Ensure invoices are compliant with contract terms and conditions prior to payment, and manage contract close-out functions in accordance with contractual requirements and state law.
Requirements
  • Bachelor's degree in Business Administration, Public Administration, Contract Management, Construction, or closely related field, and four years of experience in purchasing/contract services work, preferably in construction-related contracting.
  • Excellent customer service skills, ability to work within multiple teams in a fast-paced environment, and ability to communicate effectively with internal departments, external agencies, consultants, contractors, and the public.
  • Ability to use independent judgment and creativity to resolve most contractual issues, and ability to resolve complex issues involving external departments or the public with support from Supervisor.
  • Working knowledge of procurement and contracting methods, understanding of federal and state laws, rules, and regulations for procurement and administration of public works and architectural and engineering services for capital improvement projects.
