Job Summary:

We are seeking a highly motivated and experienced Contracts Management Specialist 3 to join our team at the Arizona Department of Economic Security. As a key member of our Contract Action Unit, you will play a critical role in ensuring the meticulous adherence to established contractual agreements, policies, and compliance standards.

Job Duties:
  • Conduct extensive research into federal and state laws, regulations, policies, and procedures, and contract requirements.
  • Plan and coordinate joint efforts statewide, facilitate discussions, provide clarification and citations for contract violations, resolve problems, and make decisions based on contract requirements, DOD policy, and input from senior management.
  • Interact with contractors, DOD Contract staff, representatives of other federal/state/local agencies by conferring, questioning, listening, advising, and providing technical assistance on contract-related issues.
  • Work directly with the Arizona Attorney General (AG) office during contract actions and in all aspects of contract management.
  • Conduct and confirm background checks; input data; develop systems to improve processes and procedures related to the administration of DOD contracts.
Knowledge, Skills & Abilities (KSAs):
  • Knowledge in policies and procedures for the State of Arizona, Department of Economic Security (ADES)/Division of Developmental Disabilities (DOD), contract management for human services, state laws/statutes, and federal laws.
  • Skills in concept design, planning, development, and maintenance of documents, forms, and service specifications, interpersonal relations, problem resolution, decision making, listening, logical and creative reasoning, contractual data development, analysis, and evaluation, maintenance of automated record keeping and tracking systems, and oral and written communication using computer applications.
  • Ability to work independently and collectively with colleagues and team members, multi-task, prioritize, and organize large quantities of work, be detail-oriented and highly accurate, coordinate projects and manage due dates, organize and lead state-wide meetings, conduct research on federal and state laws, licensing, and contract requirements, and be flexible and change priorities on short notice.
Requirements:
  • A minimum of 2 years of experience in human services, public administration, investigations, legal research, or a related field.
  • Driver's License Requirements: Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks.
  • Background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
