About the Position:
We are seeking a Senior Network Structured Cabling Engineer to support our Diplomatic Technology (DT) IT team in Baghdad and Erbil, Iraq.

The successful candidate will provide project management and oversight of all aspects of inside/outside plant (ISP/OSP) telecommunications and data network infrastructure and cabling projects.

They will serve as the primary point of contact for all DT wiring and cabling requirements and projects for the Baghdad Embassy Compound (BEC) and constituent posts, the International Zone Fiber Network (IZFN), the Iraq Telecommunications and Post Company (ITPC), and the Prime Minister Network Operations Center (PMNOC).


DUTIES AND RESPONSIBILITIES:
Lead a team to perform site surveys to determine requirements and produce drawings for various planned DT projects, including the BEC fiber cable backbone infrastructure upgrade, the BEC telephone infrastructure upgrade, and the Baghdad Diplomatic Support Center (BDSC) fiber cable and telephone infrastructure upgrade.

Travel outside of the BEC to manage and oversee underground and aerial telecommunication projects and the installation and maintenance of United States Government Funded Equipment (GFE).

Responsible for coordinating all internal/external project aspects, creating project plans, risk mitigation, and status reporting.

Provide oversight of day-to-day operations of multiple projects for the installation and maintenance of proprietary cabling infrastructure into secure locations of tenant agencies.

Acquisition and installation of both copper and fiber optic cabling, connectors, and NEMA-rated cabinets.

Operate test equipment to include oscilloscopes, digital multimeters, tone generators, optical time domain reflectometers (OTDR), and optical power meters.

Conducts tailored research on national security issues, technologies, and threats in support of the various United States Government (USG) tenant agencies under the Chief of Mission (COM) throughout Mission Iraq.

Responsible for maintaining awareness of and notifying DOS and other USG agencies under COM of planned and actual implementation of technical changes to the IZFN.

Oversee and assist in identifying and deconflicting Information Technology (IT) and telecommunications activities within the IZFN to ensure the United States Embassy IT/telecommunication systems and networks are not negatively affected by changes in the IZFN.


REQUIRED QUALIFICATIONS:
Must be a US Citizen.

High School diploma or equivalent or 10 years of related work experience in lieu of education required.

Building Industry Consulting Service International (BICSI) certification or equivalent required.

Project Management Experience.

Extensive knowledge of structured network cabling systems design and installation.

Understanding of the benefits and limits of transport technologies (Optical, Ethernet, PRI, etc.) and when to use them.

Experience with voice systems (both Plain Old Telephone (POTS) and Voice over Internet Protocol (VoIP) technologies).

Experience working in a customer service environment; troubleshooting Local Area Network (LAN), Wide Area Network (WAN), and Municipal Area Network (MAN) issues.

Experience installing and maintaining enterprise and municipal level Cisco network switches.

Familiarity and experience with supporting DOS, other USG agencies, and DOD IT/telecommunications systems utilizing the GoI IZFN.

Experience coordinating IT/telecommunications projects, network outages, and network upgrades directly with the GoI's ITPC and the PMNOC.

Familiar with riser cable management systems.

Strong troubleshooting abilities.

Excellent verbal and written communication skills.

The ability to communicate tactfully and accurately.

Knowledge of DC power systems, Occupational Safety Health Administration (OSHA) standards, and established safety and quality practices.

Knowledge of and adherence to company, industry, local, state, and federal regulations, and standards, as applicable.

Ability to work both independently and as an effective team member.

Ability to plan and organize.

Strong attention to detail.

Proficient in the use of Microsoft Visio.
