Highway Operations Manager

We are seeking a highly skilled and experienced Operations Superintendent to join our team at Howard County. The successful candidate will be responsible for planning, directing, and coordinating highway operations in a designated zone, including construction and maintenance of roads, bridges, and storm drains, vehicle and equipment repair, and storeroom and inventory activities.
Key Responsibilities- Plan, direct, and coordinate highway operations in a designated zone.
- Recommends job priority in both short and long-term planning and provides cost estimates for various projects.
- Resolves disputes or other personnel issues between employees in accordance with county policies and procedures.
- Resolves unusual or complex construction and maintenance problems; directly supervises work on major projects.
- Inspects work performed by employees assigned to the Highway zone to assure conformity with construction standards, plans, and specifications.
- Determines and procures materials, tools, and equipment for the Highway zone and makes recommendations for major equipment purchases and personnel changes.
- Reviews individual progress reports, work orders, time sheets, accident reports, and employee evaluations; writes comprehensive reports of work accomplished.
- Maintains records of materials and supplies used, man hours expended, and other relevant information for monitoring productivity and budget.
- High School Diploma or GED and eight (8) years related experience or equivalent combination of education and experience.
- Ability to read and understand sketches, blueprints, and contract documents.
- Thorough knowledge of principles, practices, methods, and techniques of laboring and motor equipment operation activities as they relate to highway construction and maintenance work.
- Thorough knowledge of tools, equipment, materials, and supplies used in public works and other construction and maintenance work.
- Considerable knowledge of the functions, operation, and routine care and maintenance of a variety of motor and mechanical equipment.
- Knowledge of occupational hazards and safety precautions involved in laboring and equipment operation activities (OSHA Regulations).
- Knowledge of managerial and supervisory methods and techniques.
- Knowledge of horticultural practices.
- Knowledge of storm water management practices.
- Knowledge of MUTCD standards.
- Ability to plan, assign, and supervise the work activities of laboring and equipment operation crews.
- Ability to estimate manpower, time, materials, supplies, tools, and equipment necessary to complete assigned tasks.
- Ability to write letters, maintain records, and reports of activities, write material and equipment specifications.
- Ability to understand and follow oral and written instructions.
- Ability to establish and maintain effective working relationships with associates in a professional manner.
- Ability to learn and understand computer operation.

While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close and distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
The employee shall be required to work overtime under emergency conditions or as circumstances warrant.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to moving mechanical parts, fumes or airborne particles, and vibration. The employee is occasionally exposed high, precarious places, and to toxic or caustic chemicals. The noise level in the work environment is very loud.
The employee may be exposed to high temperatures given off by various materials.
