About the Job

We are seeking a detail-oriented Payroll Specialist to join our team at the City of Rapid City, SD. As a Payroll Specialist, you will be responsible for managing and processing bi-weekly payroll for all City employees, ensuring accuracy and compliance with relevant policies, union contracts, and federal and state regulations.

Key Responsibilities
  • Process payroll for all employees, including the calculation of wages, overtime, and deductions.
  • Analyze payroll data for accuracy to ensure compliance and correct any discrepancies.
  • Process timekeeping information from multiple locations, assemble it for import into the HR system, and audit for accuracy.
  • Prepare and distribute payroll reports and statistics to management.
  • Assist in the identification and analysis of payroll trends, such as overtime, to help with cost management.
  • Ensure that all sensitive employee data is maintained in the payroll system, including but not limited to health, dental, life, retirement, and flexible benefit plans and all other supplemental deductions.
  • Monitor out-of-class pay, sick leave usage, overtime patterns, and other trends. Report inconsistencies, irregularities, and/or unusual occurrences to the respective supervisor.
  • Process, prepare, and maintain up-to-date employee payroll records in the HR system.
  • Respond to employee and staff inquiries in a timely and accurate manner.
  • Process garnishments and levies.
  • Respond to employment verification requests and other payroll requests.
  • Handle multiple tasks and projects in a confidential, fast-paced environment.
  • Maintain current knowledge of applicable state and federal employment and payroll law.
  • Effectively leverage technology, including web-based HR systems.
  • Assist in filing and distribution of W2s, quarterly tax returns, ACA 1095s, and BLS labor statistics.
  • Update payroll forms and SOPs as needed.
  • Provide training and guidance to staff and employees on payroll timekeeping software.
  • Understand internal payroll processes and best practices, and identify opportunities for improvement.
  • Assist with additional Human Resources functions as needed.
Requirements
  • Associate's degree in Accounting, Business Administration, Human Resources, or a related field.
  • 4 years of direct payroll processing experience.
  • Working knowledge of business and payroll procedures, including payroll rules, laws, and regulations, HR best practices, and record-keeping and control systems.
