About the Role

We're seeking a highly experienced Site Operations Manager to join our team at the National Maritime Center (NMC) in Martinsburg, WV.

Job Summary

The successful candidate will be responsible for managing the day-to-day operations of the NMC, ensuring the delivery of high-quality services to our customers while maintaining compliance with regulatory requirements.

Main Responsibilities
  • Manage project cost, staffing, schedule, budget, and overall financial performance of the program.
  • Monitor and manage contractor performance on the program, reviewing contract production data and quality reports to identify potential issues and concerns.
  • Exercise day-to-day supervision of staff, both onsite and remote, providing problem-solving support and acting as a mentor and advisor.
  • Act as the single point of contact for the Contracting Officer and Contracting Officer's Representative (COR).
  • Meet weekly with the On-site Program manager and assigned Team members to ensure information is passed down in a timely manner.
  • Establish face-to-face weekly meetings with department Division Chiefs or more frequently if required.
  • Support weekly status meetings with the Program Director.
  • Prepare and submit monthly status reports and quarterly quality reports in accordance with the contract.
  • Develop, implement, and execute the contract quality program.
Key Qualifications
  • Minimum High School Diploma/GED.
  • Minimum 5 years of experience managing teams and performing relevant work demonstrating the ability to meet or exceed requirements.
  • Minimum 2 years of experience working with ISO 9001 quality standards systems (QSS) or equivalent quality system.
  • Experience managing employees in remote locations and onsite.
  • A current Public Trust is preferred but must be able to obtain if not currently held.
  • Excellent communication skills, both verbal and written.
  • Demonstrated experience managing programs meeting established requirements and deliverables.
  • Demonstrated experience coordinating with senior-level executives and serving as a liaison both internally and externally.
  • Demonstrated experience providing and ensuring subordinate staff provide consistent superior customer-service oriented services.
  • Excellent computer skills, including proficiency in MS Office Suite Products.
Estimated Salary Range

$85,000 - $110,000 per year, depending on qualifications and experience.
