Job Summary

Under the direction of the Special Projects and Administrative Manager or designee, the incumbent performs a variety of technical, administrative and infrastructure support functions. In conjunction with the management team, assists in coordinating, planning and implementing initiatives relating to the recreation management software, website, marketing, advertising, promotions and design; and conducts analyses for purposes of maintaining databases. Formulates, develops, implements, and directs all website and social media activity including outreach, promotions, and marketing and design strategies for the Department of Parks, Recreation & Cultural Arts. Handles special projects and events as directed. Work involves extensive contact with vendors, public and private agencies, and other departments. Work is performed exercising considerable initiative and independent judgment in undertaking and completing assignments.

Essential Job Functions and Responsibilities
  • Ensures efficiency and functionality of the recreation management software program, computers, and equipment.
  • Maintenance of the recreation management software solution, website, computer operations, troubleshooting, and training.
  • Performs data entry in the recreation management software program to update information such as customers, facilities, programs, and fees.
  • Initiates and tracks new user accounts, device allocation and system use.
  • Monitors the recreation management software program for malfunctions; Diagnoses, repairs and troubleshoots issues accordingly.
  • Serves as a liaison to the City's Information Technology Department and computer hardware manufacturer(s) and software developer; Verifies corrective action is taken as needed.
  • Ensures devices and equipment are in good working condition.
  • Purges and archives computer data according to predefined guidelines.
  • Organizes and schedules maintenance, upgrades, back-ups, and restoration of data with minimum disruption to operations.
  • Provides staff with training on how to use software, hardware, and cloud-based services.
  • Researches and initiates optimal exposure on the website and social media for program services.
  • Develops and implements graphics to be used on the website, social media, advertising and marketing strategies and general Department communications.
  • Researches and initiates optimal exposure on the web and social media.
  • Produces, distributes periodic reports and statistical studies and analysis; recommends and monitors data from databases.
  • Prepares and administers budgets for projects; monitors expenses.
  • Coordinates the planning, design, writing, editing and production of publications, including brochures, pamphlets, newsletters and the annual report.
  • Monitors vendor contracts to ensure compliance.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Requirements
  • Associate's Degree from an accredited University or College in Computer Science, Communications, Information Technology or related field and three (3) years experience in database management, computer operations, records retention, data entry, website management, or hardware / software installation.
  • Preferred: Bachelor's Degree from an accredited University or College in Computer Science, Communications, Information Technology or related field and five (5) years experience in database management, computer operations, records retention, data entry, website and social media management, and hardware / software installation.
  • Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
  • Certificates, Licenses, Registrations: Valid Driver's License: With proof of automobile insurance; Background Check: Must have an acceptable background record; Driving Abstract: Must have an acceptable driving record.
Knowledge, Skills, Abilities
  • Knowledge of computer systems, databases, network and security.
  • Knowledge of software installation, application support and troubleshooting and repairs.
  • Knowledge of the proper operation and capabilities of personal computers.
  • Ability to handle complex issues and problems independently. Refers, collaborates with and recommends complex issues to the Supervisor.
  • Ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to identify problems or situations as they occur and identify, analyze and/or assist with alternative solutions before exercising judgment.
  • Ability to implement decisions in accordance with prescribed and effective policies and procedures.
  • Ability to make independent judgments and work under limited direction.
  • Knowledgeable in the applicable laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of City and Department policy and procedures.
  • Ability to help ensure Department compliance with all applicable laws and regulations through effective supervision.
  • Ability to establish and maintain effective working relationships with supervisors, subordinates, other departments, vendors, sponsors and the community.
  • Ability to maintain records and prepare professional reports.
  • Ability to perform basic mathematics, spelling and grammar.
  • Ability to anticipate work to be done and initiates proper and acceptable direction for the completion of work with a minimum of supervision and instruction.
  • Ability to be trained staff on ActiveNet, Microsoft Word and Microsoft Excel computer programs and related software.
  • Knowledge of the variety of equipment and materials used in web development.
  • Ability to establish effective working relationships with users and outside vendors.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers, and the public.
