Job Title: Disease Intervention Specialist - HIV/STD Prevention and Intervention

Job Summary: We are seeking a highly skilled Disease Intervention Specialist to join our team at the Texas Department of Aging & Disability Services. The successful candidate will conduct complex HIV/STD prevention, intervention, and surveillance activities in compliance with DIS Performance Standards and state and federal guidelines.

Key Responsibilities:

* Conduct interviews, re-interviews, and cluster interviews of HIV/STD patients in accordance with DSHS DIS Performance Standards
* Perform partner and cluster elicitation and notification to ensure all persons exposed to infections are informed, examined, and treated
* Enter data into the statewide disease surveillance system (THISIS) in accordance with established standards
* Accurately complete case management forms appropriately
* Identify, pursue, collect, and analyze case information
* Develop a case management plan for each case to enhance disease intervention outcomes
* Document case management activities and conduct timely reviews and thorough updates in compliance with DIS Performance Standards
* Perform active surveillance by routinely collaborating with public and private healthcare providers and laboratories ensuring disease reporting according to the Centers for Disease Control and Prevention guidelines
* Serve as a liaison to other PHR 8 staff, regional providers, local health departments, and other community-based organizations and/or the general public to explain and provide technical assistance and education on program specifics and state reporting requirements

Requirements:

* Knowledge of medical terminology related to HIV/STDs
* Knowledge of HIV/STDs including symptomology, diagnostic techniques, treatment guidelines, prevention methods, and epidemiology
* Knowledge of DSHS DIS Performance Standards
* Knowledge of HHS/DSHS policies and procedures
* Skill in verbal and written communication
* Skill in data entry and word processing software
* Skill in developing and maintaining effective and professional relationships with other organizations, community partners, and across cultural and socioeconomic lines
* Skill in handling difficult situations and delivering difficult health information
* Skill in organizing and managing multiple tasks and deadlines
* Ability to gather, assemble, correlate, and analyze facts
* Ability to perform assigned duties with minimal supervision
* Ability to communicate complex information clearly and concisely
* Ability to work with diverse populations and lifestyles without judgment
* Ability to understand and interpret public health laws, rules, policies, and regulations
* Ability to perform (or be trained to perform) venipuncture
* Ability to work effectively on a team and collaborate effectively with others
* Ability to work within a team using tact, diplomacy, and assertive communication
* Ability to use available resources effectively to locate individuals named in investigations
* Ability to maintain confidentiality at all times

Working Conditions:

* Must be able to independently travel throughout the State of Texas and out-of-state to complete essential job functions
* Works under general supervision with considerable latitude for the use of initiative and independent judgment
* Maintains confidentiality and discretion at all times in compliance with state and federal guidelines
* This position routinely encounters language and images related to sexual health and sexually transmitted infections
* Safe use of a personal, state, or rental vehicle is a required function of this position, and the employee must maintain a safe driving record with the Texas Department of Public Safety
* Complies with the DSHS Immunization Policy

Education and Experience:

* Bachelor's degree in a related field
* 2+ years of experience in a related field

Preferred Qualifications:

* Master's degree in a related field
* 5+ years of experience in a related field
