About the Role

CSPCA: California School Personnel Commissioners Association is seeking a highly skilled and experienced Executive Director-Classified Personnel to join our team. As a key member of our organization, you will play a critical role in shaping the future of classified personnel services in California schools.

Key Responsibilities
  • Plan, organize, control, and direct the classified personnel program, ensuring compliance with Merit System rules and regulations, Education Code, collective bargaining agreements, and federal and state laws.
  • Interpret, apply, and assure compliance with Merit System rules and regulations, Education Code, collective bargaining agreements, and federal and state laws and policies.
  • Coordinate and authorize classified personnel actions, including new hires, rehires, promotions, transfers, layoffs, terminations, leaves, new positions, provisional, and limited-term employment.
  • Oversee recruitment, testing, appointment, and salary placement of employees, directing the development and administration of examinations, certifying eligibility lists, and other employment lists for appointment.
  • Conduct administrative reviews regarding disputable matters related to working out of class, performance reviews, disciplinary letters, grievances, violations of Merit rules, and violations of employment laws or policies.
  • Direct the administration of the classification and compensation plan, making recommendations to the Personnel Commission regarding reclassification and assignment analysis.
  • Coordinate efforts with the District's Risk Management department in the areas of Workers' Compensation, return-to-work programs, and disability, ensuring compliance with related laws, codes, regulations, policies, and procedures.
  • Train, supervise, and evaluate the performance of assigned staff, interviewing and selecting employees, recommending transfers, reassignment, termination, and disciplinary actions, monitoring performance evaluations according to established guidelines and procedures.
  • Coordinate communications between administrators and classified personnel to resolve issues or concerns and exchange information, providing regular counsel to administrators regarding conflict resolution and employee relations.
  • Provide technical expertise, information, and assistance to administrators regarding assigned functions, assisting in the formulation and development of policies, procedures, and programs to ensure an economical, safe, and efficient work environment, advising administrators of unusual trends or problems and recommending appropriate corrective action, developing, managing, and recommending new and revised rules to the Personnel Commission and the District's administrative team.
  • Collaborate and work with the Human Resources Department in the provision of non-merit classified personnel-related functions, ensuring efficient processes and procedures between Personnel Commission services and Human Resources, serving as an advisor to Human Resources regarding merit rules and regulations.
  • Plan, organize, and implement long- and short-term staff development programs, policies, procedures, administrative regulations, and activities designed to enhance classified personnel programs and services.
  • Serve as Secretary to the Personnel Commission, preparing agenda items, attending meetings, and overseeing the preparation of minutes, organizing employee discipline hearings, and acting as advisor to the Commission.
  • Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to classified personnel and assigned activities, preparing and maintaining records and reports related to assigned activities.
  • Develop and prepare the annual preliminary budget for the Personnel Commission, analyzing and reviewing budgetary and financial data, controlling and authorizing expenditures in accordance with established limitations, preparing annual reports for the Personnel Commission.
  • Advise District and employee representatives on classified disciplinary procedures, assisting in the development of employee training programs to address employee performance deficiencies.
  • Operate standard office equipment, including copiers, scanners, fax machines, telephones, laptops, computers, and assigned software, driving a vehicle to conduct work.
  • Attend and conduct a variety of meetings as assigned, participating in negotiations for classified bargaining units, preparing and delivering presentations.
  • Perform related duties as assigned.
Requirements
  • Any combination of education and experience equivalent to a bachelor's degree in human resources, public administration, or a related field.
  • Seven (7) years of increasingly responsible experience in the administration of a human resources program, with merit or civil service system experience highly desirable.
  • Valid California driver's license, use of personal vehicle, and proof of insurance.
  • Pass the District's applicable proficiency exam for the job class with a satisfactory score.
  • Criminal Justice and FBI Fingerprint Clearance.
  • Negative TB test result plus periodic post-employment retest as required.
Working Conditions

This role is performed in a generally clean and healthy office environment, requiring extensive sitting, with some walking and standing, lifting, carrying, pushing, and/or pulling files and other office objects, stooping/crouching, reaching/handling, bending at the waist, kneeling, reaching, handling, or crouching to retrieve and store materials, dexterity of hands and fingers to operate a computer keyboard and maintain paper files and documents, hearing and speaking to exchange information, visual acuity to see/read documents and computer screen.
