Health Services Director

The Health Services Manager at Foothill Family oversees health services for the Early Head Start (EHS) program. This role is responsible for maintaining contractual compliance in accordance with the Head Start Program Performance Standards (HSPPS) and other applicable regulations. The Health Services Manager ensures that children and families receive high-quality health services to support their health, development, safety, and desired outcomes.
Key Responsibilities
• Supports and promotes the mission of Foothill Family, empowering children and families on their journey to achieve personal success.
• Implements and monitors contract requirements and regulations, including the Head Start Program Performance Standards (HSPPS), Head Start Act, Community Care Licensing (CCL), Child and Adult Care Food program (CACFP), Caring for our Children Basics (CFOC), Public Health regulations, etc.
• Provides and models effective leadership through communication, change management, ongoing planning, joint decision-making, collaboration, and quality improvement of client services.
• Participates in ongoing program planning, including the development of program goals related to health and facilities, annual self-assessment, community partnerships, and the annual EHS budget.
• Ensures the integration of health program services in other EHS service areas to demonstrate an understanding and commitment to a coordinated approach to providing comprehensive services to children and families.
• Utilizes monthly EHS budget to track and account for all service area expenditures, including expenses to ensure safe environments.
• Implements, promotes, and monitors strategies to increase community partner volunteerism to support the programs Non-Federal match efforts.
• Analyzes community and program data to implement and ongoing monitoring and quality improvement system that tracks child and prenatal health requirements in EHS, including health, nutrition, mental health, and social-emotional well-being.
• Identifies barriers to accessing services to fulfill treatment needs resulting in a coordinated approach to service delivery.
• Ensures education, support, and referrals across various topics are provided to expectant families based on need.
• Implements an ongoing monitoring and quality improvement system to track and access learning environments, equipment, safe and sanitary practices, and disaster preparedness.
• Develops and maintains efficient and effective monitoring tools to track and evaluate the delivery of health services and implementation of safety practices in EHS.
• Utilizes data to identify potential environmental safety risks, ensures immediate correction, quality improvement, and long-term preventative maintenance planning resulting in health and safety practices that keep staff and children safe.
• Monitors to ensure that all Childcare Partners contractual compliance related to all Health services are met.
• Utilizes the Agency Risk Prevention Management and Performance Improvement system (RPM/PQI) to ensure timely reporting, tracking, and follow-up of significant incidents related to the health and safety of children that involve EHS Staff and Contractors are reported to the Office of Head Start (OHS).
• Ensures data and documentation in program record-keeping system is up to date, accurate, and reflects education, ongoing communication, care, ongoing follow-up, collaboration, and support are provided to clients.
• Submits monthly, quarterly, and annual reports to key stakeholders, including the Office of Head Start (OHS), the Policy Council (PC), Board, and Health Services Advisory Services Committee (HSAC), to communicate progress.
• Develops a Health Services training plan based on data to strengthen staff and Childcare Partner health and safety practices to support children and families. Makes recommendations for additional training based on data.
• Facilitates training and professional development opportunities for staff and Child Care Partners to set expectations for health and safety of program participants.
• Ensures that all mandated health and safety training is provided to staff and parents as appropriate. Utilizes data to identify additional ongoing training needs for staff and contractors as needed.
• Establishes and maintains the HSAC, ensures that the program leverages the expertise of committee members to address program health services needs.
• Provides regular and ongoing supervision of Health Services staff to improve individual development, knowledge, and delivery of quality services across content areas.
• Prepares for and effectively facilitates individual and weekly group supervisions meetings with direct reports.
• Participates in recruitment efforts to ensure a child waitlist of eligible applicants is maintained throughout the year.
• Supports, reinforces, and implements Agency policies.
• Works effectively and cooperatively with other Agency staff, collaborating when appropriate.
• Works in close harmony with the Agency leadership, accepting direction and implementing policies and procedures reflective of this direction.
• Displays sensitivity to the service population's cultural and socioeconomic characteristics.
• Performs work in a safe manner at all times and ensures employees are abiding by safety practices; takes action when employees put themselves or others at risk.
• Follows all policies, procedures, and legal mandates, including HIPAA, client confidentiality, releases of information, protected health information (PHI), and client files.
• Ensures performance and behaviors support the Agency's performance quality improvement (PQI) goals and objectives.
• Reports to work on time and maintains reliable and regular attendance.
• Performs other duties as assigned.
Requirements
• Bachelor's degree in health education, Public Health, Maternal and Child Health, Health Administration, or related program, or a Licensed Vocational Nurse (LVN) required.
• A higher degree, such as a master's in public health or related field, preferred.
• Three years supervisory and/or management experience in EHS or related program.
• Bilingual in English/Spanish preferred.
• Knowledge of HSPPS, Head Start Act, CACFP, and other state and local regulations.
• Keeps information confidential.
• Excellent written and oral communication skills, detail-oriented.
• Gathers, analyzes, and utilizes data efficiently and effectively; and creates useful reports to communicate with others.
• Sound organizational and time management skills to manage high and varied activity level.
• Proficient in Microsoft Office, including Excel.
• Excellent representative of the agency to the community.
• Excellent interpersonal skills, including the ability to work cooperatively as a team leader and team member.
• Works collaboratively as a team player with her/his staff, clients (children and parents), and other professionals in the program/agency.
• Knowledge and sensitivity to cultural differences.
• Effectively and successfully interacts with multi-lingual individuals and families from diverse socioeconomic and cultural backgrounds with an equity lens.
• Valid CA Driver's License and maintains insurability on the Agency's auto liability policy (including a minimum of 2 years driving experience after receiving license) and maintains the California state required auto insurance liability limits.
