Foreign Transaction Compliance Risk Analyst

Amentum is recruiting a motivated and detail-oriented Compliance Analyst to join their team in supporting the Risk Mitigation and Compliance Monitoring (RMCM) team within the Department of Homeland Security's (DHS) Office of Trade and Economic Security (TES).
As a Compliance Analyst, you will be responsible for supporting the development of risk mitigation strategies to address national security risks arising from foreign investment in U.S. businesses. This includes drafting National Security Agreements and risk mitigation agreements, as well as monitoring private parties' compliance with legally binding agreements. You will also be responsible for coordinating stakeholder management, including maintaining communications with DHS components and interagency peers, representing DHS in meetings, and promptly answering requests from stakeholders.
Key Responsibilities- Risk Mitigation Strategies: Develop and implement risk mitigation strategies to address national security risks arising from foreign investment in U.S. businesses.
- Risk Mitigation Agreements: Draft and negotiate risk mitigation agreements, including National Security Agreements, to implement risk mitigation strategies.
- Compliance Monitoring: Monitor private parties' compliance with legally binding risk mitigation agreements and identify potential violations.
- Stakeholder Management: Coordinate stakeholder management, including maintaining communications with DHS components and interagency peers, representing DHS in meetings, and promptly answering requests from stakeholders.
- Record Keeping: Maintain accurate and detailed records related to risk mitigation strategies, agreements, and compliance monitoring.
- Analysis and Recommendations: Provide in-depth analysis and recommendations to senior officials on risk mitigation strategies, agreements, and compliance monitoring.
- Enforcement Actions: Support enforcement actions, including civil monetary penalties, for violations of risk mitigation agreements.
- Bachelor's Degree or Higher
- 8+ Years of Professional Experience with a BA or BS
- Proficiency in Microsoft Suite
- TS/SCI with Current DHS Suitability or Eligibility to Obtain
- Selective Service Registration (if applicable)
- Ability to Obtain a U.S. Government Security Clearance
- Strong Analytical and Problem-Solving Skills

- Trade and Logistics, Data Security/Cybersecurity, Undersea Telecommunications Cables, or Other Telecommunications Infrastructure
- Export Controls, Sanctions, or Mitigating Foreign Ownership, Control, and Influence (FOCI)
