About the Position:

This is a Contract Specialist position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division. The successful candidate will be responsible for planning, developing, and establishing long and short-range procurement plans, strategies, and approaches for the overall acquisition program.

Key responsibilities include providing expert advice and input for procurement elements of program planning documents, preparing and coordinating acquisition planning documents, and advising program officials in procurement planning meetings.

The ideal candidate will have a strong background in contract negotiation, procurement planning, and acquisition management. They will be responsible for leading negotiations with contractors to reach a fair and reasonable position for all parties involved.

Requirements:

To qualify for this position, applicants must meet the basic requirement of a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. In addition, they must have one year of specialized experience in performing pre-award, post-award, contract price/cost analysis, and negotiations for Construction, Operations and Maintenance (O&M), Services, Supplies, or Architect Engineering (A-E) projects.

The successful candidate will be evaluated on their level of competency in contracting/procurement negotiation, planning, and evaluating, as well as their time in grade. They must also meet the grade requirement of having 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
