Job Overview

The City of New York's Department of Homeless Services (DHS) is seeking a highly skilled Regulatory Counsel to serve as a key member of the Office of Regulatory Compliance and Accountability (ORCA). This role plays a critical part in ensuring that DHS facilities comply with statutory, regulatory, and contractual obligations.

Key Responsibilities:

  • Direct the day-to-day activities of the Regulatory Counsel Unit, comprising a Regulatory Counsel and Compliance Liaisons, and oversee their performance.
  • Perform oversight over providers on Organizational Corrective Action Plans (Organizational CAP), which contain corrective measures designed to strengthen a provider's organizational capacity to fulfill contractual obligations.
  • Collaborate with other DHS divisions and consultants from DSS OPPT to develop training courses and compliance procedure manuals.
  • Assume a direct role in the development of ORCA's implementation of the DHS Compliance Procedure, controlling the process for holding non-compliant providers accountable through contractual penalties.
  • Analyze proposed legislation and regulations affecting DHS compliance initiatives and draft memoranda for submission to the Executive Director.
  • Prepare recommendations on policies or directives to implement DHS compliance initiatives and submit them for approval.

Requirements:

  • A minimum of one year of satisfactory United States legal experience subsequent to admission to any state bar, or six months of service as an Agency Attorney Intern.
  • Maintenance of membership in the New York State Bar in good standing throughout employment.
  • One year of experience at Assignment Level I, or two years of comparable legal experience in areas related to the assignment for AL II; or two years of experience in Assignment Levels I and/or II, or three years of comparable legal experience for AL III.

Estimated Salary Range: $83,000 - $146,000 per annum, depending on qualifications and experience.
