I) Job Purpose

The Network Manager provides systematic and ongoing planning, coordination, and supervision of assigned staff. In this role, you are a member of a management team that provides leadership and supervision of staff, projects, programs, and services. As a Network Manager, you supervise, train, and support staff in clinic, home, and community sites providing individualized, trauma-informed, culturally, and linguistically competent services for children, youth, and their parents and caregivers.

II) Essential Functions

A) Hire, train, supervise, and support team staff serving families within the clinic HUB or as assigned, including early childhood and youth behavioral health services, and case management for all ages in developmental services/IDD realm.

B) Provide leadership, ensure professional accountability, productivity, and quality of services.

C) Monitor and maintain standards of care based on grant and performance contract guidelines.

D) Establish and maintain a team approach in treatment provision and meeting programmatic needs.

E) Assign and manage caseloads through teaming process, ensuring adequate staffing for all cases, including crises and urgent issues.

F) Facilitate regular teaming meetings, including welcomes, coaching opportunities, and quarterlies.

G) Conduct regular supervision meetings with staff to address barriers, provide case consultation, and assist with problem-solving.

H) Develop and modify goals, policies, and procedures to meet team needs.

I) Ensure compliance with community standards, billing requirements, and agency policies.

J) Develop performance standards, monitor staff performance, provide feedback, and take corrective action as needed.

K) Complete annual performance appraisals for staff.

L) Encourage and participate in information exchange regarding expectant families and those with children under 6 years old.

M) Maintain positive relationships and communication between programs and team staff.

N) Ensure program accessibility for referrals and resolve coordination issues.

O) Manage staff schedules to meet program coverage needs.

P) Notify appropriate personnel of significant issues within 24 hours.

Q) Respond to information requests within 72 hours, adhering to agency policies.

R) Complete and submit reports as requested by the Director.

S) Collaborate with Processes Director to streamline data collection processes.

T) Present reports to inter-/intra-agency groups as requested.

U) Ensure continuous quality improvement of team and program operations.

V) Provide input and engage in problem-solving with team members, serve on provider services/agency workgroups as agreed upon, adopt trauma-informed practices in all operations and encounters.

W) Obtain certification as a QMHP and Service Coordinator (DS) and assist with direct service as assigned by supervisor.

III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities

A) Knowledge of typical, atypical, and disordered development, and medical diagnoses and conditions impacting children and youth prenatally through age 17.

B) Knowledge of Developmental Services supports for individuals with IDD spanning all ages.

C) Knowledge of program and eligibility requirements and services provided.

D) Knowledge of and how to access applicable local, state, and federal rules, laws, regulations, and guidelines for all services provided by staff assigned.

E) FERPA and HIPAA compliance

F) Communicate effectively verbally and in writing.

G) Analytical and time-management skills or ability to be flexible and productive at a fast pace and produce quality work.

H) Knowledge of protective factors and family-strengthening strategies.

I) Ability to multitask, maintain focus, and complete assigned tasks within defined timelines.

J) Use of coaching and/or motivational interviewing and trauma-informed approaches while building capacity of children, youth, families, co-workers, and teams.

K) Knowledge of Texas laws regarding reporting adult and child abuse/neglect.

L) Working knowledge of community resources and case management principles.

M) Ability to proficiently operate a computer, software, and systems utilized by CFS, such as: Microsoft Outlook, Word, Excel & PowerPoint; myAvatar; UKG/Kronos; Teams; VPN; Salesforce, AgencyFinder and FINDConnect.

N) Familiarity with applicable diagnostic criteria and billing codes applicable to populations served, including but not limited to current DSM, ICD, Targeted Case Management, and Medicaid Administrative Claims.

IV) Internal & External Customer Service

A) Interact and respond using a compassion mindset, awareness of need for felt safety, and consideration of all variables affecting families and teammates.

B) Work effectively with families/adults from various cultural, linguistic, socio-economic, cognitive, social-emotional, and educational statuses.

C) Build and maintain effective working relationships with internal and external customers, including families, characterized by mutual support, open communication, trust, and respect. Always considering what is best for families in decisions about treatment and support.

D) Discuss uncomfortable and potentially conflict-producing, stressful topics in a professional and effective manner with internal and external customers and maintain courteous interaction.

E) Must demonstrate compassion, trauma-informed care, and safety practices including suicide safe care

V) Travel

A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.

VI) Equipment Used

A) Utilized as required for position.

Minimum Requirements

VII) Minimum Qualifications

A) Minimum Education: Bachelor's Degree

B) Defined Education: Adaptive Physical Education, Child Development, Child Life, Communication Disorders, Family Studies, Health, Human Development, Psychology, Social Work, Rehabilitative Counseling/Rehabilitation Services, Sociology, Special Education

C) Preferences: Spanish - Speaking

D) Substitutions: In lieu of Behavioral Science degree, provider must provide proof of 30 transcript hours in Behavioral Health studies

E) Years' Experience: Five (5) years

F) Defined Experience: Health and Human services field

G) License/Certifications: Qualified Mental Health Professional (QMHP) OR eligible for QMHP certification (based on minimum and defined education above; certification on the job); DS Service Coordinator (certification on the job)

H) Special Courses: None

I) Supervisory Experience: Two (2) years

VIII) Agency Requirements

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

G) Employment is at will, as well as agency needs may change.

H) Agency dress code is to be followed at all times.

I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
