The Finance Department of Washington County is recruiting for a Grants Coordinator to strengthen the County's grant management infrastructure and ensure compliance with federal, state, and local regulations. This role will be instrumental in developing and implementing comprehensive grant management policies and procedures, with a particular focus on financial oversight and program effectiveness.

The Ideal Candidate
The ideal candidate will possess strong analytical skills, prior experience with managing federally funded programs and knowledge of grant regulations, including 2 CFR 200 (Uniform Guidance). Experience developing and implementing policies and procedures. Understanding of government accounting principles and practices, risk assessment, internal controls, and familiarity with audit procedures and compliance monitoring.

This is a two year limited-duration opportunity. This position may be eligible for a hybrid work schedule

Key Responsibilities
Grant and Contract Planning and Development

  • Research and identify potential sources of grant funding from both public and private entities.
  • Interpret guidelines and requirements for grant submissions.
  • Collaborate with project managers to gather appropriate documentation for federal, state, and local grant submissions.
  • Prepare and submit grant proposals aligned with funder requirements and organizational goals.
  • Assist in budget preparation for grant applications.
Contract/Agreement Coordination
  • Assist in drafting contracts and agreements.
  • Analyze terms and conditions of grant and contract awards.
  • Ensure consistency across departments in following County policies and procedures.
  • Coordinate and communicate with project teams on grant-funded project progress.
  • Keep updated records of all grant-related agreements and documentation.
Financial and Technical Assistance
  • Manage administrative aspects of awarded grants.
  • Track and report grant finances and project outcomes.
  • Ensure compliance with all grant reporting requirements.
  • Provide training and guidance to staff on grant processes and management.
Policy Development and Implementation
  • Collaborate with the project teams to develop and maintain comprehensive grant policies and procedures.
  • Lead the update and implementation of Policy 403 and associated procedures.
  • Review and revise existing grant-related policies to ensure alignment with current requirements.
Training and Compliance
  • Design and implement training programs for contract administrators.
  • Ensure compliance with federal, state, and local grant requirements.
  • Develop and maintain grant monitoring protocols.
Financial and Program Management
  • Establish robust internal controls for financial oversight.
  • Create systems for program data collection and verification.
  • Implement performance monitoring frameworks.
  • Coordinate with the Finance Department to ensure proper grant accounting procedures.

ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS

Education and Experience:
  • Possession of a Bachelor's Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analysis, which includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Possession of an Associate's Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND six (6) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analyses, which includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Eight (8) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analyses of which at least four (4) years of this experience is in the public sector for a medium or large governmental unit and includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification.

  • Must successfully pass a comprehensive background check post offer.
Preferred Qualifications:
