Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). GENERAL DESCRIPTION
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through providing effective foreign assistance and fostering global cooperation. A critical process in INL's mission is to facilitate Bureau coordination of external audits/reviews that are conducted by various Offices of Inspector General (OIGs), the Government Accountability Office (GAO), and other oversight entities.
POSITION DESCRIPTION
The Program Analyst will assist the INL/EX/MCO team in meeting the Bureau's external audit/review needs, especially with respect to facilitating the efficient use of Bureau resources in cooperating with external oversight reviews. In addition, the Program Analyst advances public trust within INL by testing the efficacy of the Bureau's management controls and regulatory compliance, as well as assisting with special projects.
DUTIES & RESPONSIBILITIES
- Gather, analyze, consolidate, and prepare data in various formats for incorporation into analysis, documents, and activity reports.
- Serve as an intermediary between INL program officers, the DOS and the oversight community coordinating responses to engagements; arranging discussions and meetings; facilitating interactions between INL and other DOS officials and corresponding oversight community counterparts to resolve audits and other engagements; assisting and supporting auditors/reviews who are examining the Bureau's programs and projects for compliance with directives, laws, and regulations.
- Aid in coordinating the identification, analysis, and issuance of appropriate information by managers and top level officials of the Bureau in response to requests by auditors, analysts, and inspectors of the Office of Inspector General (OIG), Government Accountability Office (GAO), the Special Inspector General for Afghanistan (SIGAR), Congress and any other oversight-related entities.
- Meet with Bureau staff and representatives of the oversight community to discuss INL's interests and negotiate fulfillment of information requests, identifying any conflicts with established procedures and persuading, if necessary, acceptable adjustments provided that Department and Bureau requirements are met.
- Responsible for developing, implementing, and monitoring management information technological systems that track external oversight activities during the course of the reviews and compliance activities in response to recommendations made by the external oversight community in compliance with OMB Circular A-50,engaging relevant INL staff and other Department representatives as subject matter experts, as appropriate.
- Draft or aid in drafting comments and recommendation compliance responses in conjunction with subject matter experts in response to final draft reports from oversight entities, highlighting relevant policy information.
- Track engagements to facilitate timely delivery of INL general and/or technical comments to the oversight community for publication within final oversight reports.
- Plan, conduct or participate in special projects individually or as part of a team. Assist in interpreting government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on Bureau program activities.
- Coordinate the submission of information for weekly/quarterly activity reports for INL/EX/MCO, maintain and track monthly and weekly summaries. Assist in managing and updating SharePoint database and other systems, including shared files and folders.
- Comply with all appropriate regulations, internal controls, and Standard Operating Procedures to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas; and report security violations/problems to appropriate authority.
- U.S. Citizen;
- A Bachelor's degree from an accredited institution.
- Four to six years' experience in relevant field; demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines.
- Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process
- Ability to communicate effectively, both orally and in writing, with a wide range of players
- Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis
- Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents
- Demonstrated experience in liaising with oversight agencies/entities on audit reports and reviews; drafting compliance responses to audit and inspection report recommendations; and tracking and reconciling report recommendations and compliance responses.
- Comprehensive knowledge of the Bureau's and the Department's structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau's management controls as well as auditing and oversight of multi-million- dollar programs related to accomplishing its mission.
- Demonstrated knowledge of project management and/or case management processes and best practices
- Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
- Ability to communicate in writing to develop policy, guidance, instructions, and prepare reports of findings and recommendations.
- Proficient in Microsoft Office Suite.
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to the Program Advisor/ Specialist - Level 3 labor category.
TELEWORK
If applicable, telework is authorized only with prior INL/EX/MCO Unit Chief, INL Contracting Officer (CO), and Contracting Officer's Representative (COR) approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is at INL/EX/MCO's office at State Annex-1, 2401 E Street NW, Washington, DC 20037
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.

TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.
Travel related training (i.e. FACT (CT650), HTSOS-C, etc.), may be required. If applicable. The Program Manager shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO's approval is required prior. All other training requires INL CO approval.
