Position Overview:
The United States Army Pacific Command (USARPAC) is the theater army assigned as the Army Service Component Command (ASCC) to the United States Indo-Pacific Command (USINDOPACOM). USARPAC provides continuous oversight and control of Army operations throughout the Indo-Pacific theater and has jurisdiction over Army forces serving in Hawaii (HI), Alaska (AK), the Pacific Ocean, South Korea, and Japan. USARPAC provides United States Code (U.S.C.) Title 10 support to USARPAC forces and personnel within the theater and is the Joint Forces Land Component Commander (JFLCC) to USINDOPACOM.
Identifies threats (CT, sabotage, espionage, VEO, FIE, etc.) in coordination with other analysts, planners, collection managers, and operations staff. Analyzes and assesses available intelligence data, submit collection requirements against current gaps, identifies potential leads, and passes information to agents and collectors. Supports inputs and deconfliction for operations, plans, requirements, policies, and directives. Supports operations, information exchanges, information/intelligence sharing, and partner nation capacity building.
Key Functions and Tasks:
- Manage the USINDOPACOM Theater CI and HUMINT Source database
- Serve as an alternate advisor and representative for USINDOPACOM Source Management executive function s.
- Manage the source record , folders and user account administration functions for USINDOPACOM portions of the DoD source management database of record.
- Assist the J2X Theater Source Manager. component and enterprise source managers with all aspects of source management
- Provide timely source record de-confliction; clearing false conflicts, facilitating communications and other actions related to true conflicts.
- Facilitate communication among local and enterprise source managers regarding record transfer and joint use.
- Execute the enabling action to import and export data base records
- Manage the recording and filing of joint use agreements with Joint Use Memorandums
- Desired Experience: Minimum 3 years of experience related to intelligence activities, HUMINT asset management, executive assistance, business operations, or intelligence data base management with at least a portion of the experience within the last 2 years.
- Desired Education: Bachelor's Degree in business administration, database management, political science or similar studies from an accredited college or university:
- Proven Database management skills
- Strong understanding of Combatant Commander and Staff requirements and the experience to impactfully support theater campaign planning and operations
- Proven skills and tools usage to produce timely, logical, and concise reports, documentation, and data base filings in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.
- Able to communicate complex issues both verbally and non-verbally
- Comprehensive mission knowledge and skills that affirms experiences to fully execute the tasks involved with for multi-INT operations, data management, analytics and related skills
- Proven skills to work collaboratively with other IC members on information sharing, data analysis, data products, driving collection, or addressing analytic differences
- While performing the duties of this position, the employee is regularly required to talk or hear.
- The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
- This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
