PRINCIPAL RESPONSIBLITIES:Collaborates with various Police Department and agency project managers on the development of perspective grant projects. Prepares and submits grant applications under the DHS Transit Security Grant Program, DHS Urban Area Security Initiative and DHS State Homeland Security Program. May prepare applications for various federal and State law enforcement-related grants; such as rail trespassing, rail crossing enforcement, Body Worn Cameras, etc. Participates in regional transit security grant working group meetings with partner transit agencies and U.S. DHS Grant Directorate officials to discuss existing and future awards, grant administration and regulations actions. Facilitates monthly Homeland Security grant meetings consisting of project managers, Capital Programs Grant Compliance & Administration, Finance - Project Accounting and Capital Billing, Fixed Assets, Procurement and Contracting to monitor projects, ensure compliance and provide assistance. Assists Capital Programs Grant Compliance & Administration Department in monitoring projects and matters related to allowability of reprogramming and amendment requests to DHS; requests by Fixed Asset Department and federal and state monitoring officials and auditors, etc.Researches various State and federal grant programs to determine eligibility and features that would potentially benefit or enhance transit policing and counterterrorism operations. Administers the federal Equitable Sharing Program and county Asset Forfeiture programs; to include the preparation and submittal of correspondence related to deposits and use of funds, maintains logs that reflecting all actions, prepares annual Equitable Sharing Agreement and Certification (ESAC) for Chief of Police and NJ Attorney General’s signatures.Maintains access to various federal websites, to include EShare, ND Grants, Grants.Gov, SAMS and FEMA Go. Access to internal, NJ TRANSIT programs such as Microsoft Excel, Word, Outlook, Teams, Oracle and PRINTs.Performs other tasks that may be asked or directed by Chief of Police.KNOWLEDGE & SKILLS REQUIRED:Minimum: • Baccalaureate Degree in Criminal Justice, Business or Public Administration, or equivalent, • Seven (7) or more years of progressive experience in grant writing, grant management, program administration. financial planning/management or financial analysis• Experience in the submittal of grant applications in State and/or federal websites, preferred.Essential:• Thorough knowledge of the application and administration of grants and adherence to agency, State and federal programmatic and financial directives and mandates. • Must be self motivated, well organized, focused in establishing goals and priorities, and possess excellent research and time management skills. • Must possess excellent writing and verbal communication skills that convey an articulate, concise and accurate body of work that adheres to the scope and purpose of the grant. • Must have the ability to multiple tasks under minimal supervision in an effective and efficient manner;• Must have intermediate to expert skills in Microsoft Office (specifically Word and Excel) • Must have a strong understanding of pre-award and post-award grant management processes, including compliance and reporting requirements.
