PRIMARY FUNCTION: As a member of the Mobile Crisis Team, the Clinical Supervisor responds to mental health crises upon dispatch from approved referral sources. This individual also provides clinical and operational supervision to Mobile Crisis Specialists (MCS), Medical Professionals (MP), and Certified Peer Specialists (CPS).

DUTIES AND RESPONSIBILITIES:
  • Provide clinical and operational direction as a member of the interdisciplinary team through tasks including but not limited to evaluating the status of program services and conducting planning and coordination of activities to ensure immediate attention to the changing demands of the program to ensure quality of client services
  • Provide on-call duties on a rotating basis, which include but are not limited to carrying an Elwyn-issued cell phone when on-call and responding to calls 24/7; respond to call outs to schedule staff to ensure continuous program coverage; oversee monthly mobile crisis scheduling on a rotating basis with the clinical team to ensure coverage on all shifts
  • Provide weekly staff supervision as well as consultation during crisis intervention, and provide other general program administrative services and support to ensure program and service quality; oversee program logistics including but not limited to vehicle maintenance, ordering supplies, written resources (referral materials, provider brochures, paper assessment instruments, etc.), distribution of monthly County communications, etc. in cooperation with the other Clinical Supervisors to ensure smooth program processes and operations
  • Collaborate with the IT department regarding technical issues and assist in resolving any issues with the mobile team, as needed
  • Initiate billing protocols for all client records by reviewing and approving clinical records
  • Conduct daily case reviews to determine additional behavioral health service needs and any changes required following Mobile Team intervention
  • Provide counseling, guidance, support, resources, and encouragement to individuals served so that they take responsibility for and actively participate in their own recovery
  • Supervise, direct, and evaluate team members to ensure service excellence through courteous, helpful and respectful provisioning of services to individuals served as well as ensuring adherence to department, agency, funding source service contracts and all state regulations, rules, and policies with tasks including but not limited to leading staff and planning meetings, providing oversight to ensure medical records management processes are in compliance with agency policies, Medicaid, and other third party payment requirements; ensuring staff are trained on medical record requirements; ensuring regular review of assessments, crisis plans, and notes written by the staff; and ensuring individual staff mastery of medical records review and documentation processes
  • Document all crisis service intervention activities in the electronic medical record before the end of the shift to ensure accuracy of records and regulatory compliance
  • In collaboration with Director and the Quality Assurance Team, oversee program improvement initiatives around evolving clinical utilization activities, including but not limited to outpatient follow-up, use of crisis specialist services, use of crisis management plans, use of crisis residential program, etc., and develop and implement protocols, trainings, and incentives to improve utilization
  • Assist Director with community outreach, training, and marketing activities to increase community presence and service utilization
  • Develop and secure appropriate services for individuals in crisis, including but not limited to referrals to community health resources, outpatient mental health/substance abuse treatment, and voluntary inpatient settings, and applying for involuntary emergency examination and treatment under §302 of the Pennsylvania Mental Health Procedures Act 143 of 1976
  • Support the mobile crisis team in their work with individuals served and their community supports to assess and de-escalate a crisis, which includes but is not limited to determining the level of care necessary to meet the individual's needs, and developing alternatives to involuntary hospitalization through assessment, crisis planning, counseling, and coordination of community care linkages and discharge process
  • Advocate for individuals served who have been referred to outside agencies through tasks including but not limited to ensuring receipt of services as needed, ensuring outside agencies have received all needed referral information, ensuring intake appointments have been scheduled, and interfacing with families of individuals served and other interested parties to support provision of service
  • Maintain communication with physician, psychiatrist, pharmacist, and other appropriate ancillary service providers such as speech therapy, physical therapy, and occupational therapy as relevant to providing emergent services
  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, implement staff orientation and manage intern training, performance management, promotion, discipline and termination
  • Increase awareness of and support participation in self-help programs and advocacy organizations that promote recovery by informing the individuals served of those resources as appropriate
  • Ensure compliance with mandated training requirements including training evidence-based crisis interventions and clinical supervision to ensure acquisition of skills necessary in supervising staff
  • Perform cardiopulmonary resuscitation (CPR) and safe crisis intervention techniques using agency-trained protocols
  • Perform other duties as assigned
IMMEDIATE SUPERVISOR: Director of Clinical Operations of Mobile Services

DIRECT REPORTS: Lead Mobile Crisis Specialists, Mobile Crisis Specialists, Certified Peer Specialists

CONTACTS: Individuals served, families and caregivers, staff, general public, funding source representatives, program evaluation personnel, interns, related professional agencies/social service agencies, community mental health centers and hospitals, advocacy groups, county and state government representatives, employers and other stakeholders

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
  • Master's Degree in Clinical Psychology, Social Work or a related field. Licensed in their field of study preferred
  • Behavioral health experience preferred
  • Supervisory or lead experience preferred
  • Demonstrated basic experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; experience working with electronic medical records and interfacing with information technology around program support needs preferred
  • Flexibility to alter working hours as needed
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Maintain current certification/re-certification of Cardiopulmonary Resuscitation (CPR) and First Aid and must be able to perform CPR and crisis intervention techniques using agency-trained protocols
  • Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and an acceptable driving record
