Position Summary:
Responsible for monitoring and supervising the daily and weekly operations of the transit system from a centralized control center. Coordinates daily and weekly shift schedule activities of Bus Operators. Directs work of Bus Operators via radio, phone and other electronic devices. Dispatches resources to ensure continuity of operations.
Essential Duties/Responsibilities:
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.
- Supervises and general sign-on/sign-off activities. Issues daily vehicle and work assignments. Ensures proper Operator vehicle logon procedures.
- Accurately reports occurrences of late reports, miss outs, no-shows, failure to logon to vehicle assignments and any other attendance and procedural failures.
- Responsible for preparing and adjusting the weekly schedule to manage planned and emergent changes to service and Operator availability. Facilitates schedule changes based on the needs of the organization (e.g., In Service Training, special events, etc.). Responsible for preparing and calculating Bus Operator cost allocations and accurate timekeeping for weekly payroll export.
- Reviews, develops and issues detours in coordination with Road Supervisors. Explains, demonstrates and where necessary, maps any detour plans for internal publication.
- Communicates major service disruptions, accidents, incidents and emergent events up the chain of command. Disseminates this information laterally to other departments and agencies and to Bus Operators as necessary. Disseminates route, traffic and policy information to Bus Operators, other departments and agencies as necessary.
- Coordinates and facilitates response by external agencies and lateral department resources for major service disruptions, accidents, incidents and emergent events.
- Issues real-time service bulletins for service disruptions and advisories through passenger information system.
- Supervises route on-time performance, vehicle off-route events, relief, pull-out, pull-in, interline deadhead, and trip departure events. Dispatches resources for route and trip recovery. Manages vehicle change-outs for maintenance issues and breakdowns. Completes related daily activities (e.g., issuing work material to operators prior to shifts and coordinating activities to ensure that work is performed efficiently and appropriately.)
- Accurately logs all accidents, employee incidents and general incidents using transit software system. Coordinates with Road Supervisors and Operations Managers for investigations and closure of incidents.
- Utilizes complex CAD/AVL and transit workforce management system to assist in the effective supervision of daily operations.
- Effectively facilitates and accurately records shift-change requests, extra-board, overtime usage and show-up usage employing established management policies and union rules.
- Adjusts to highly dynamic service requirements to maintain compliance with RFTA policy, service contracts and myriad regulatory requirements.
- Runs and analyzes data using multiple software platforms with standard and custom database reports to assist in the management of duties.
- Performs other duties as assigned.
- Expert knowledge of transit operations (e.g., principles, practices, rules, regulations, and routes of transit operations).
- Solid knowledge of multiple equipment types, and safety practices and procedures related to transit vehicle operation and public safety.
- Solid communication skills to effectively interact with employees, general public, emergency response personnel.
- Excellent English communication skills both verbally and in carefully composed written documentation.
- Excellent practical ability to use basic arithmetic.
- Excellent ability to multi-task while performing duties via phone, radio, email and within software applications.
- Excellent ability to navigate and use multiple transit software applications as well as standard business software.
- Solid knowledge and understanding of regulatory requirements related to ADA, US DOT and FTA.
- Ability to effectively and quickly adjust to a rapidly changing work environment.
- Solid ability to adapt to changing priorities.
- Ability and willingness to communicate as effectively as possible with Spanish-speaking customers.
- Solid conflict resolution skills.
- Solid ability to organize and schedule work assignments, set work priorities, and direct, guide, and motivate the work of subordinates.
- Solid knowledge of the geography of the service area.
- Solid ability to effectively manage time and workload effectively, which includes prioritizing, organizing, and following-through on a variety of tasks, assignments, and projects to meet deadlines with attention to detail.
- Calmly handle emergency situations, so as to instill subordinates' confidence in incumbent's leadership capabilities.
- Solid knowledge of supervision principles/practices, and the ability to supervise the work of others.
- Solid ability to establish/maintain effective working relationships with employees and the general public.
- Solid organizational skills and ability to accurately maintain records and reports.
- Ability to type 55+ words per minute error free by touch while listening and talking.
- Ability to perform 10-key data entry by touch while listening and talking.
Education:
- High school diploma or equivalent knowledge that allows the incumbent to successfully perform the job duties as outlined in this document.
- Five (5) years of experience or a combination of formal training and experience in transit operations, communications, dispatching and/or management is required.
Supervisory Responsibility:
This position is responsible for direct supervision of a sector of the service area on a daily basis and make assignments and dispatch order to between 45-90 employees during the course of an assigned workday. The incumbent plans, organizes, provides instruction, supervises and reviews staff activities remotely via telecommunications and software systems. Assists in documentation and investigation of accidents and incidents largely through communications and recordkeeping.
Working Conditions:
This position works in a controlled-access, office environment for periods of up to 10-12 hours per day sitting or standing at a dispatch console. The pace may range from sedentary and uneventful to chaotic with a high amount of stress. Demonstrated physical ability to climb stairs, reach above shoulder level, walk for an extended distance, bend, stoop, lift, push/pull up to 70 pounds without assistance. This position may require sitting or standing for long periods of time.
May work erratic schedules ranging from graveyard shift to mid-day. Weekends and holidays are subject to normal scheduling for this position. Schedules are chosen by seniority.
