Background: 
Naval Construction Group ONE (NCG 1) and Naval Construction Group TWO (NCG 2) are Echelon IV
commands reporting to Navy Expeditionary Combat Command (NECC). They serve as administrative
Immediate Superior in Command (ISIC) for Active and Reserve Pacific and Atlantic Naval Construction
Forces (NCF). Both NCGs include an organic, embedded deployable Battle Staff capable of executing
combat service support missions across the spectrum of joint and combined environments while providing command and control (C2) over NECC units operating in a specific military operation.
The role of the NCG is to organize, man, train, maintain, and equip Naval Construction Regiments
(NCRs), Naval Mobile Construction Battalions (NMCBs), the Construction Battalion Maintenance Unit
(CBMU), and the Underwater Construction Team (UCT) to provide supported commanders with
expeditionary engineering forces capable of general engineering and construction, and limited combat
engineering across the full range of military operations. The NCGs also provide the required engineering
support our Navy and nation needs to construct and maintain base facilities, to repair battle damaged
facilities, to conduct defensive operations as required, and to meet disaster preparedness and recovery
missions.
To allow units a venue to refine their construction skills and techniques the Seabee Technical Trainer
(STT) was created. Located in Port Hueneme, CA and Gulfport, MS it provides technical instruction to
Seabees in the following ratings: Builder, Utilities, Electrician, Steel Worker, and Equipment Operator.
The instruction provided is broken down into three modules: Basic, Intermediate and Advance. The
modules are as follow:

Basic Modules:
Builder: Basic Masonry I, (CMU) Basic Concrete Placement and Finishing Basic Carpentry I, (Wall
framing) Basic Roofing, Basic Concrete Form Work I (Walls/Columns) and Basic Drywall Installation and
Finishing.
Utilities: Basic Brazing and Threading (Copper and Galvanized Pipe), Basic DMV Installation, Basic
Plumbing Fixtures, Basic Rough in Plumbing, and Basic Split unit AC/R.
Electrician: Basic Conduit Bending and Installation, Basic Wiring, Basic Panel Wiring and Electrical
Theory, Basic Fixture and Device Installation, Basic Advanced Wiring, and Basic Troubleshooting
Equipment Operator: Loader, Backhoe, Grader, and Excavator Operations.
Steel Worker: Mig Welding, Tig Welding, Sheet Metal Welding, and Arc Welding.

Intermediate Modules:
Concrete Flat Work, Overhead Concrete Placement Formwork (High Risk/Shop Drawings), Stair
Placement (Shop Drawings), CMU Block/ Masonry Installation, Roof System Installation (Shop
Drawings), Carpentry, Pre-Engineered Building Frame Erection (High Risk), Timber Structure Trainer
(High Risk), Concrete Formwork and RST Trainer, Steel Fabrication Trainer.

Advanced Modules:
Pump Truck Operations, Overhead Concrete Formwork, New Form Construction, Light Pole Installation,
Metal Roofing System Installation, B-Hut/Seahut Construction, Brick Placement, Curved Formwork
Placement, Stucco, and Non-Traditional Construction Equipment.

Scope:
NCG 1 and NCG 2 Seabee Technical Trainers (STT) require skilled and knowledgeable instructors
responsible for delivering training to apprentice Seabees in the following rating: BU, SW, CE, EO and UT.
The training scheduled will be for unit personnel to refine skills through reps and sets in line with the Navy Occupational Standards (OCCSTDs) and is necessary to enhance the capability of the Pacific and Atlantic Fleet Naval Construction Force. The instruction will contribute to advancement opportunities and lead to a more knowledgeable and technically competent Naval Construction Force.

The employee shall provide instruction and technical expertise in support of units under
Commander, Naval Construction Group ONE (NCG 1) and Commander, Naval Construction Group TWO
(NCG 2). The contractor employees shall assist with development and implementation of curriculum.
These responsibilities will include delivering lectures, developing, and providing specific construction
procedures, with hands-on practical trade application events that directly correlate to the content found in
the Builder, Construction Electrician, Steel Worker, and Utilitiesman Navy Education Training
(NAVEDTRA) Rate Manuals and current industry building codes and standards (American Concrete
Institute, American National Standards Institute, National Electrical Code). The contractors will be
involved in developing and refining construction module training packages to provide familiarization of
the various Rate related subjects by extracting content from the NAVEDTRA manuals, and various
recognized construction references and codes.

The employee will be identified as the lead instructors and will be responsible for developing
and refining module execution packages, including tool and material lists, to facilitate hands on field
instruction and execution, and is responsible for constructing necessary construction module mockups
needed to complete any of the 26 NCF STT Modules.

Specific Requirements: 

Seabee Technical Trainer Construction Module Instructors: Contractor support is required to
implement an approved NCG concept of STT operations, which includes cross utilization of the areas of
expertise. Specific tasks include:
  • Provide technical SMEs on site at the STTs to have standardization throughout the NCF.
  • Provide day to day administrative, technical, and operational support management of the NCF STTs.
  • Provide instruction on the 26 approved topics, review practical application guides, tools, and material list to facilitating the management and execution of the established STT construction modules.
  • Provide specific field construction supervision during hands-on practical trade application events that directly correlate to the content found in the Builder, Construction Electrician, Utilitiesman, Steel Worker Navy Education Training (NAVEDTRA), Rate Training Manuals, and current industry building codes and standards (American Concrete Institute, American National Standards Institute, National Electrical Code).
  • Responsible for constructing module mockups prior to the start of construction modules to enhance the learning environment and ultimately assist the crew members in achieving construction objectives when executing any of the 26 Seabee Technical Trainer Modules.
  • Manage the schedule, construction material, tools, equipment, consumable, and facility maintenance of the construction STT modules to sustain daily operations at the STT.

The contractor employees must abide by all applicable
regulations, publications, manuals, and local policies and procedures. The following NAVEDTRA courses
and industry building codes and standards shall serve as directives for each training module and shall also serve as attachments to this Performance Work Statement (PWS).

Qualifications:  
 Contractor employees shall have experience/expertise as it applies to construction and
construction trades outlined within this PWS.
 A minimum qualification shall have at least eight years’ experience in in their respective
occupational field. With at a minimum of five years’ experience as an instructor, or as a
construction Crew Leader / Project Supervisor.
 Steel Worker SME / Instructor required to have CWE certification within first year of being hired
and maintain qualification.
 During performance of this contract, the contractor shall provide personnel with sufficient skills to
accomplish the tasks contained in this PWS.
 NCG 1 and NCG 2 is not obligated to bear the costs of any Contractor training to execute this
PWS.
 Comprehensive Knowledge of Federal, State and Local security procedures is required. Strong
working experience in Microsoft Office Suite is required.
 Contractor employees shall have a working knowledge of MS-Excel, MS-Word, MS-Outlook,
MS-PowerPoint, and MS-Project.
 Contractor employees shall have a working knowledge of the content found in their specified
occupational field’s NAVEDTRA manuals and industry references and codes found in para. 2.2.
 Contractor employees must have a working knowledge of the information found in the SCM
User’s Manual mentioned in para. 2.2.
 Contractor employees shall have a strong understanding of construction math skills and be able to
use a calculator.
 Ability to manage multiple priorities, meet deadlines, exercise initiative in gathering, assembling,
collate, and analyzing information for completion of assigned tasks.
 Contractor employees shall work independently or as part of a team with strong customer service,
telephone skills, and ability to communicate effectively both orally and in writing.
 Contractor personnel shall possess knowledge of Navy OF-07 structure and be familiar with all
construction related vocations.
 Contractor personnel shall have an extensive knowledge of construction management principles
including planning, estimating, material take-off, resource leveling, project site layout, techniques
of foremanship and actual construction experience.
 Contractor personnel shall have experience in the use and operations of computers and other
automated office equipment used to prepare reports/briefs and input/extract data.
 Be familiar with the open purchase ordering process and the use of prime vendor ordering.
 Shall be willing to spend substantial time in a field training environment or on assigned travel
(TAD or Mobile Training Team).
 Shall have High School Diploma.
 Shall be a U.S. Citizen (proof of citizenship required).
 Shall be in good health and maintain a neat, clean and professional appearance.
 Lead Construction Module Manager(s) shall have a minimum of 8 years of project management
experience documented through work experience from the private sector, military or both, or
appropriate valid certifications.
 Construction Module Instructors shall have a minimum of 5 years of experience documented
through work experience from the private sector, military or both, or appropriate valid
certifications equivalent to the NEC 805A and/or Master Training Specialist Certification
 Personnel shall have the ability to operate visual information equipment (LCD projectors, smart
boards, document cameras, or other visual aid equipment) that can be utilized as training aides.
 Personnel must obtain a favorable determination from a National Agency Check Local Agency
and Credit check (NACLC) investigation.
 Have and maintain valid CPR qualification.
