Health and Safety Manager

MAJOR FUNCTION

The primary role of the Health and Safety Manager (HSM) is to coordinate with project management (PM) and other Safety Division staff members to ensure that workers are provided a safe work environment in accordance with occupational safety and health regulations and industry standards. This will be accomplished by ensuring that the required health and safety policies and programs are being implemented by the designated responsible parties in the workplace. The HSM will practice and enforce the established health and safety and industrial hygiene procedures to foster the highest margin of safety practicable. The HSM is required to follow the Companys policies and procedures, Federal, state, local, and client-specific regulatory requirements when providing health and safety oversight. The HSM will have a thorough understanding of these requirements and will be able to provide interpretation of these requirements to subordinate Safety staff members and PM Teams, as needed.

SPECIFIC RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

The HSM reports directly to the Vice President of Health and Safety and takes direction from the Senior HSM as required. Supervises the activities of subordinate Safety Division staff members.

When on a field jobsite, the HSM operates as a member of the Project Management Team in direct collaboration with the Project Manager (PM), Project Engineer (PE) and Site Superintendent to determine the site health and safety requirements and to assist with implementation and enforcement of the site-specific Health and Safety Plan (HASP). It is important that the HSM understands that the site managers (PM and Superintendent) are directly responsible for health and safety on field jobsites the Safety Division is a support function designed to provide appropriate levels of guidance and regulatory interpretation to maintain safe work production.

In the office setting, the HSM will assume a lead role to assist PM Teams and the Vice President of Health and Safety with the development of site-specific HASPs, company health and safety programs and procedures, health and safety equipment/supply logistics, health and safety training programs, and medical surveillance support for company employees.

The HSM is required to perform the functions described below, as well as any other safety-related directives issued by the Vice President of Health and Safety and Senior HSM:

a. Coordinate directly with PM Teams and subordinate Safety staff to assess the health and safety requirements of a project or jobsite prior to the initiation of any on-site work. This may include reviewing project specifications and/or participation in pre-deployment site walks.

b. Coordinate directly with PM Teams and subordinate Safety staff to audit/ensure that all jobsite personnel meet any necessary health and safety requirements prior to the initiation of work. Such requirements include, but are not limited to, training requirements and operator qualifications, medical surveillance requirements, and proper documentation of any company and client-specific requirements.

c. Coordinate directly with PM Teams and subordinate Safety staff with writing site-specific HASPs and task-specific Activity Hazard Analyses (AHAs).

d. As part of developing the site-specific HASP, the HSM will coordinate with PM Teams and subordinate Safety staff to identify and liaison with local emergency services, design site-specific emergency response/contingency plans, determine the site-specific personal protective equipment (PPE) requirements including respiratory protection, and the site-specific training requirements.

e. Coordinate directly with PM Teams and subordinate Safety staff with the development of project budgets by providing health and safety-related cost estimates. The HSM will also assist with tracking the health and safety-related expenditures on assigned projects.

f. Coordinate directly with PM Teams and subordinate Safety staff to conduct site safety inspections and provide guidance in the development of corrective action plans for deficiencies and/or safety violations.

g. Coordinate directly with PM Teams and subordinate Safety staff in defining the boundaries of hazardous exclusion zones, decontamination areas, support zones, and any other functional areas (e.g., first aid and eyewash stations, air sampling locations, break areas, designated smoking areas, evacuation assembly areas, egress/access points, haul routes/traffic control, etc.).

h. The HSM will assume a lead role in coordinating jobsite air sampling and atmospheric monitoring to ensure employees are not exposed to toxins above permissible exposure limits (PELs) and to determine respiratory protection requirements. Related duties include coordinating directly with the Companys industrial hygienist (IH), oversight management of the calibration and set-up of monitoring instruments, download and management of electronic data, and packaging and shipping of sampling media to designated analytical laboratories.

i. The HSM will directly assist the PM Team and subordinate Safety staff with response, investigation and reporting of job-related injuries and illnesses. The HSM will assume a lead role in coordinating case management with WorkCareTM and clinic/hospital staff to ensure appropriate evaluation and medical treatment is provided to the involved employee and will assist with documentation for Worker Compensation claims.

j. The HSM will directly assist the PM and/or Superintendent with any OSHA or other regulatory inspections of assigned jobsites. The HSM will liaison with the inspector and assist the PM to promptly communicate findings to the Vice President of Health and Safety.

AUTHORTY AND ACCOUNTABILITY:

Like all Odin employees, the HSM has the authority and responsibility to stop work if any conditions present an imminent health and safety risk and/or threatens the safety of a worker(s), property or the environment. If an HSM must stop work, he/she must promptly inform the PM Team and the Vice President of Health and Safety and assist with the development of a corrective action plan to abate the hazard.

The HSM will be held accountable for his/her own satisfactory performance of the outlined responsibilities and requirements, as well as the oversight responsibilities for the satisfactory performance of any assigned subordinate Safety staff members. Performance evaluations will be based primarily upon how effectively the outlined duties are discharged.

SKILLS, KNOWLEDGE, QUALIFICATIONS, & EXPERIENCE:

Required:

> 5-years of HSO experience or equivalent position, preferably within the construction industry

OSHA 30-Hour Construction Safety Awareness Course

Completion of OSHA-510 OSHA standards for the construction industry

OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER)

HAZWOPER Trained Supervisor

Knowledge, skills and experience with industrial hygiene sampling and monitoring instruments

Current First Aid/CPR/AED/BBP certifications

Highly Preferred:

OSHA-500; Authorized OSHA Construction Safety Instructor

Completion of U.S. Army Corps of Engineers EM-385-1-1 Safety Awareness Course (40-hour)

Credentialed by the Board of Certified Safety Professionals (BCSP) as a Construction Health and Safety Technician (CHST); or, equivalent credential obtained through a professional safety organization (e.g., OSHA Training Institute (OTI), National Safety Council (NSC) or a degree in occupational health and safety through an accredited college or training institute).

PHYSICAL DEMANDS:

Ability to communicate orally and in writing with vendors, management, and other coworkers, both individually and in front of a group

Must be capable of lifting up to 50 lbs.

Regular use of the telephone and email for communication is essential

Sitting for extended periods of time is common

Hearing, vision, and speaking within normal ranges is essential for normal conversations, to receive ordinary information, and to prepare or inspect documents

Good manual dexterity for the use of tools and machinery

Good reasoning ability is important, must be able to understand and utilize management reports, memos, and other documents to conduct business

Primarily an office position. Occasionally, site visits and field project visits are required. Travel to offices and projects in various locations around the country as needed. The following physical activities are often, but not always, associated with site visits:

- Must be able to stand or walk on a project site for extended durations

- When on project sites or if performing some types of work or activities, must wear all required Personal Protective Equipment (PPE) including, but not limited to: earplugs, protective eyewear, gloves, hard hat, steel-toed work boots, and high visibility safety apparel.

WORK ENVIRONMENT:

This job is performed both indoors in an office setting and outdoors on a construction site.
