Performs professional and administrative work administering the City’s erosion and sediment control (ESC) and stormwater management (SWM) programs, MS4 Permit Program, Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan, and City Stormwater Utility Fee program preparing and submitting budgetary, technical, personnel, and statistical reports, addressing drainage and environmental related complaints, infrastructure maintenance, and requests for assistance, and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over assigned personnel.

Manages the City’s Municipal Separate Storm Sewer System (MS4) Permit program to ensure compliance with the State VPDES General Permit; develops the annual program plan, ensures implementation, and tracks and documents compliance with required Minimum Control Measures (MCM’s) in an annual report. Develops public education, outreach, and public participation plans. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Provide technical assistance to other departments, contractors, developers, and citizens. Assigns duties to staff; manages technical and field staff; coordinates with DPW divisions. Attends meetings; prepares and makes presentations to City Council as required. Manages the Illicit Discharge Detection & Elimination prioritization strategy and coordinates annual inspections of the City’s storm drain outfalls; prepares inspections records for reporting and illicit discharge elimination. Manages the development and implementation of the City’s ESC and SWM program for new and redevelopment project land disturbing activities. Develops program policies and procedures for plan submittal, review, approval, performance bond acceptance, and permit issuance; performs plan review and approval. Develops annual Good Housekeeping (GH) plan for City’s ‘High Priority’ facilities (Public Works Yard and City Landfill stockpile); ensures appropriate implementation; develops and provides training to City personnel. Develops and manages the City’s (TMDL) Action Plan in compliance with Clean Water Act permits issued by the Virginia Department of Environmental Quality (VDEQ) for the Chesapeake Bay, Appomattox, and James Rivers, and local creeks. Coordinates and participates in field and office conferences with developers, contractors, engineers, homeowners’ groups, citizens, and City personnel regarding stormwater issues and complaints and advises corrective action; coordinates with Public Works staff to implement maintenance and/or repairs, or procures appropriate consultant/contractor services as needed. Reviews plans for Stormwater and ESC compliance. Directs and oversees the work of consultants, manages projects, and assists Deputy Director in developing and applying for various State and Federal grants. Supervises assigned personnel; assigns, directs, trains, and inspects staff work; coaches, counsels, disciplines, and evaluates staff work. Manages the City’s Stormwater Utility fee program; tracks revenue; responds to inquiries; coordinates with industrial site operators. Provides direction, oversight, and long-range planning for environmental programs and major engineering and environmental contracts. Other duties as assigned or apparent. Minimum Education and Experience: Bachelor’s degree in civil engineering, environmental engineering, construction management, or related field and extensive experience in stormwater management, design consulting, project management, or an equivalent combination of education and experience.

Licenses and/or Certifications: Valid driver's license in the Commonwealth of Virginia. Obtain VDEQ ESC Program Administrator, ESC Plan Reviewer, SWM Program Administrator, and SWM Plan Reviewer certifications within six months of hire.

Knowledge: Extensive environmental and Stormwater experience; Thorough knowledge of the Municipal Separate Storm Sewer System (MS4) permit requirements; Working knowledge of local, state, and federal laws, regulations, and codes related to managing a stormwater program; General knowledge of the principles, practices, and methods of civil engineering as applied to planning, design, construction, and maintenance of the projects/program;

Skills: Demonstrated skill in the use of testing instruments and surveying equipment; Proficiency in ESRI software, specifically the ArcGIS suite; Skill in operating a computer in a Windows environment;

Abilities: Demonstrated ability to lead a diverse group of professional, technical and/or field staff in public infrastructure including design, construction, and/or maintenance; Demonstrated ability to effectively utilize spreadsheets and database systems to perform the assigned duties; Ability to communicate effectively both orally and in writing, including preparing and presenting complex information to City Council, City Administration, the general public, and contractors as required; Ability to work independently to resolve problems and/or citizen complaints; Ability to prepare complex financial reports. Ability to accurately proofread and verify financial documents. Work Environment: Work is primarily performed in an indoor, climate-controlled, pleasant environment.

Essential Physical Activities: Walking on uneven, rough terrain and handling typical weight of 25 lbs.
