ManTech's proposal group is a centralized, enterprise-wide talent-base responsible for designing, evolving, managing, and executing ManTech's proposal best practices across the entire business development lifecycle. The Executive Director is a key leadership role responsible for ensuring high win rates by assigning the appropriate resources to the right deals, at the correct time, to successfully deliver compelling and compliant proposals.

Responsibilities include, but are not limited to:

  • Conducts resource planning and allocation, ensuring optimal utilization of ManTech's growth resources, managing employees' skills, certifications, clearances, and job specific locations.
  • Determines the organization's demand for resources and ensures its capacity to meet staffing needs of growth efforts; works with recruiter to source candidates and executes the hiring process in collaboration with the L1 hiring manager.

  • Maintains relationships with consulting firms for additional surge support and manages the use of consultant resources.
  • Assists Sector and Enterprise growth leaders with planning and resource allocation for proposal efforts.
  • Works with proposal leadership to assign available employees to pursuits and proposals in accordance with their skillsets, previous experience, and availability.
  • Monitors day-to-day pursuit and proposal activities and corresponding resourcing.
  • Develops and maintains capacity plans (making sure ManTech resources have capacity to work on upcoming pursuits and proposals).
  • Monitors and manages employees' workload, utilization, and overtime hours.
  • Adapts plans and reallocates resources to increase efficiency or deal with unexpected issues that arise.
  • Manages resource conflicts.
  • Overcomes resource shortages by means of resource management techniques, reallocating resources, assigning more staff, etc.; informing senior management of any issues related to inability to meet pursuit or proposal needs due to resourcing.
  • Provides stakeholders with support when it comes to resource management issues or improving resource management processes.
  • Maintains awareness of all current and upcoming pursuits and proposals and business development activities and adjusts resource plans accordingly.
  • Collaborates with the Human Capital team regarding staff training, compensation and benefit planning, payroll administration, and hiring new staff for requirements.
  • Remains familiar with labor laws as well as resource management trends.
  • Documents resource management processes and statuses (e.g. weekly utilization report, etc.).
Basic Qualifications:
  • 10 or more years of experience
  • Previous experience as a proposal manager/project/resource/control account/HR manager is preferred.
  • Strategic thinking for efficient negotiating, delegating, and resource assignment.
  • Proficiency in human resource and project and proposal management.
  • Ability to encourage cooperative working relationships.
  • Ability to identify future use technology to enable the resource management function (e.g., analytics tools, CRM, resource management software).
  • Knowledge of applicable labor laws.
  • Knowledgeable in hiring, onboarding, and training processes.
  • Ability to prioritize and manage multiple tasks efficiently.
  • Critical thinking, analytical and forecasting skills.
  • Problem-solving skills to resolve conflicts and investigate all available solutions.
  • Flexibility and good decision-making skills.
  • Strong and productive interpersonal interaction skills (effective communication, negotiation, collaboration, the ability to be diplomatic and stand one's ground).
Security Requirements:
  • Current Top-Secret clearance preferred.
