The UCSF Center for Tuberculosis

Finance Analyst

will facilitate the central financial operations of the Center and will provide budget projections, modifications, and reports for various inter-divisional and cross-institutional projects, for UCSF's award under the SMART4TB Consortium. The Finance Analyst will oversee budget and contract monitoring for all active and closed foreign sites under the SMART4TB projects, and act as the in-house analyst for international collaborators and provide regular trainings to staff and research administrators at those sites.

The Finance Analyst will support budget projection and reporting of multi-site and multi-study projects and will create site budget and report templates for study project coordinators and guide them in implementing budget and report exercises with sites and teams. The Finance Analyst will work with study teams and investigators on budget negotiations as needed, and finalize consolidated budget proposals/modifications as directed by sponsors and/or primary contract partners. The Finance Analyst will oversee internal finance reporting by study teams, review and validate with UCSF post-award, and submit final reports to sponsors and/or primary contract partners. The Finance Analyst will be responsible for addressing budget or financial reporting discrepancies with UCSF post-award team.

The Finance Analyst will serve as lead liaison between UCSF's pre- and post- award teams and the Center's subcontract partners. The Finance Analyst will monitor subcontract status, identify and resolve process issues, and manage budget adjustments for subcontracts to foreign sites. The Finance Analyst will support study project coordinators to monitor invoice submissions and track grant spending against projections, and support research teams and subcontract partners to resolve any issues of over or under spending. The Finance Analyst will be responsible for addressing budget discrepancies with UCSF's post-award team.

The Finance Analyst will follow institutional procedures and practices to analyze data, develop and implement policies and procedures for field site staff to ensure compliance with funding agency and UCSF policies, and consult with and gather data from various stakeholders to make recommendations on process improvements. The Finance Analyst will use their financial and analytical skills to support the mission of the Center for Tuberculosis and its leadership.

The UCSF Center for Tuberculosis Finance Analyst will be directed to fulfill other duties as assigned by Center Leadership, and will be supervised by the Center Program Manager.

An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role. For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range. Department Description

The UCSF Center for Tuberculosis, established in 2019, is experiencing swift growth over the last year with large investments awarded from NIAID and USAID. The UCSF Center for Tuberculosis manages the UCSF - UC Berkeley Tuberculosis Research Advancement Center (UC TRAC) and the UCSF award under the SMART4TB Consortium. The UCSF Center for Tuberculosis coordinates training, mentorship, pilot awards, and other investment activities for early-stage investigators and serves as a catalyst and community for investigators of all stages in TB research to incubate interdisciplinary collaborations and novel discoveries.

The mission of the Division of Pulmonary and Critical Care Medicine at Zuckerberg San Francisco General (ZSFG) is to provide comprehensive medical care for the community, to develop innovative research aimed at elucidating basic mechanisms of disease, and to translate its research activities into both new clinical initiatives and a rich training environment for the next generation of academic physician scientists.

Required Qualifications

Bachelor's degree in related area and 3 or more years of directly related work experience; and / or equivalent experience / training. Thorough knowledge of finance policies, practices, and systems. Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high-volume environment. Ability to adapt to changing priorities. Ability to function as a member of a team. Experience working with a variety of personnel at foreign research sites. Proven ability to effectively present information verbally and in writing in a clear and concise manner.
