The Director of Emergency Shelter is responsible for leading all aspects of operations of a 300 bed family shelter through the Executive Office of Housing and Livable Communities Emergency Assistance (EA) Program, acting as the main point of contact. Overseeing a centralized family shelter facility, the position is tasked with managing all elements of shelter operations and client-centered program delivery for vulnerable residents, with the objective of compassionately supporting residents in obtaining work authorization, permanent housing, and stable employment. Leading an interdisciplinary team, the Director ensures the attainment of ambitious, trauma-informed goals related to program delivery, staff supervision, vendor management, facility operations, budgetary management, and reporting and compliance.

Key Responsibilities

Lead all facets of shelter operations for 300-bed family facility, in conformance with EOHLC contract requirements, EA regulations, and program policies;

Coordinate program planning, design, and management activities spanning a range of client-centered services that empower long term economic stability and mobility;

Build, empower, and supervise a diverse team of housing stability, economic mobility, and direct care professionals, such as case managers and shelter operations associates, in the delivery of client-oriented emergency shelter and wraparound services. Exemplify and maintain positive team culture that maximizes accountability, transparency, and integrity;

Oversee all case management and direct services delivered on- and off-site, such as housing case management, rehousing services, family counseling, youth enrichment, economic mobility case management, workforce development and education programming, and healthcare services;

Functioning as a senior executive resource, spearhead housing navigation and rehousing initiatives to assist residents with identifying and relocating into permanent housing;

Ensure that all personnel, shelter residents, contractors, and vendors adhere to all shelter and EA policies, procedures, and safety protocols, intervening as necessary to proactively mitigate conflicts;

Oversee all aspects of facility management and maintenance, supervising facility management personnel, undertaking physical and operational needs assessments, and developing capital improvement plans, as needed;

Lead procurement, management, and coordination of operational services, facility maintenance, and the provision of supplies and materials from third-party vendors. Prepare and administer contracts, managing vendors to ensure timely, on-budget supply and service delivery;

Maintain accurate programmatic documentation, including, but not limited to, policies and procedures, operational plans, evacuation plans, health and safety protocol, incident reports, and shift reports;

Act as liaison between La Colaborativa, EOHLC, and relevant state agencies, as directed;

Proactively undertake risk assessment activities to maintain compliance, while enhancing the safety, comfort, and stability of all residents. Develop and carry out risk mitigation strategies, as needed;

Maintain strong partnerships with all stakeholders. Advise on communications, engagement, abutter relations, and public affairs matters as it relates to the program;

Manage onboarding, training, and professional development processes, facilitating the exchange of best practices and managing performance across staff.

Ensure programmatic data integrity by stewarding systems of data entry, analysis, and processing, maintaining consistency across various services delivered on-site;

In coordination with the EVP and COO, monitor all fiscal requirements, budgetary activity, and contractual obligations. Assist in the development and implementation of program budgets;

Prioritize cultural safety and sensitivity, specifically with Latinx and immigrant communities, in all facets of work.

Qualifications and Skills

Bilingual Spanish-English or Haitian Creole-English preferred;

Bachelors Degree in social sciences, community planning, public policy, management, or related field;

At least five (5) to seven (7) years of progressive management experience supervising staff, managing operations, and leading housing, homelessness prevention, and/or human service delivery for vulnerable populations;

Previous experience with EOHLC’s EA Program highly desirable;

Exhibits a strong alignment with La Colaborativa’s mission and values, reflecting a dedication to advancing equity, social justice, and the empowerment of the Latinx and immigrant community;

Demonstrable ability to inspire, motivate, and direct service, administrative, and operational staff of varying backgrounds;

Robust experience in senior program management and evaluation as it relates to homelessness prevention, emergency shelter, and human services;

Robust experience in the operation of family shelter, individual shelter, and/or permanent supportive housing for vulnerable unhoused populations;

Tactful, strategic interpersonal and communications skills;

Demonstrable track record of management, reporting, and compliance tied to government-funded emergency shelter and homelessness prevention programs, with a strong preference for EA shelter experience;

Considerable experience in senior-level decision making, namely involving decisions yielding broad implications for the management and operations of multiple functional areas, as well as the wellbeing of residents;

Empathetic communication, interrelations, and engagement skills, with notable experience interfacing with a diverse array of vulnerable residents by employing a client-centered approach;

Background in excelling in a fast-paced, dynamic environment. Experienced at creating and implementing systems to remain organized and complete tasks on-time.
