Job Description

Oversees a team of Financial Specialists and effectively assigns and manages workload generated through ticketing system and other avenues. Responsible for tracking flow of transactions and ensuring Service Partnership Agreements are being met. Provides financial management and guidance in budgetary operations for units servicing and implements financial policies, procedures, and internal controls developed by University governance to ensure full compliance.

Responsibilities

  • Proactively identifies business needs and issues across units and develops solutions for customers when a standard process or procedure will not satisfy their needs.
  • Oversees and performs financial analysis of accounts in support and coordination of Financial Budget and Projection efforts.
  • Performs advanced non-routine analysis. Prepares non-routine, standardized and ad-hoc reports following pre-established processes as well as last minute solutions.
  • Responsible for identifying issues with administrative processes that create challenges for our customers and plays an active role in implementing solutions. Research solutions for customers when a standard process or procedure will not satisfy their needs. Collaborates with staff to develop solutions to customer issues; incorporate customer feedback into delivery of service to provide best experience possible.
  • Builds and maintains strong relationships across units by delivering and monitoring high level service; participate in department meetings and events to maintain knowledge and foster relationships.
  • Reviews and recommends changes to departmental procedures to ensure compliance with policy. Maintains system protocols by writing and updating procedures and assist with training of staff and customers as needed.
  • Performs periodic audit of transactions to ensure compliance and completeness.
  • Develops and monitors key performance indicators as determined by the department, EC unit and customers served.
  • Manages escalations and provides guidance to staff on escalation matters.
  • Responsible for maintaining and assisting in the development of dashboards in Business Analytics software that provides timely and accurate information and insight to customers on their accounts and financial situation.
  • Serves as project manager for initiatives advanced by units intended to improve processes and service to customers.
  • Provides direct supervision to employees and mentors for development and growth. Maintain appropriate staffing levels needed to ensure service and quality levels are achieved.
  • Performs all other duties as assigned.
Qualifications
  • Extensive knowledge of public procurement and financial regulations, guidelines, policies, and procedures.
  • Knowledge of higher education and/or healthcare operations and the ability to understand department needs, initiatives and key employees within the context of local practices and policies.
  • Analytical and decision making skills. Strong financial acumen with the ability to analyze and interpret financial data.
  • Ability to build and manage relationships within the unit, central finance, and other functional areas. Initiative to drive process improvement and efficiencies.
  • Skilled in analyzing financial data and reporting to inform decision making and strategy of department. Ability to effectively communicate key information pertaining to budgets and forecasts.
  • Customer-service focus with understanding of how to use metrics to evaluate service levels.
  • Management experience and ability to coach individuals through career development.
  • Strong verbal, written and interpersonal communication skills and ability to establish and maintain effective working relationships with multiple authority levels.
  • Strong leadership, problem solving, critical-thinking, oral and written communication, time management, and project management skills.
  • Advanced Microsoft office skills with strong working knowledge of Excel.
EDUCATION:
  • Bachelor's degree in Business Administration or related field is required.
  • Will accept experience in lieu of education.
EXPERIENCE:
  • Five (5) years of customer-facing service or financial transaction experience to include one (1) year of supervisory experience is required.
About Us

Benefits Overview

UT Health San Antonio offers an excellent benefits package for its employees. Employees who work at least 20 hours a week, with an appointment of at least 4.5 months, are eligible for benefits.

Medical - UT SELECT Medical insurance is offered free for employees and administered by Blue Cross and Blue Shield of Texas. Family members can be added to the plan through payroll deduction. Employees and their dependents can also receive discounted copays and coinsurance when using UT Health Physicians, a network of 800 premier physicians including more than 100 specialists.

Dental - Three dental insurance plan options are available for employees and their families through Delta Dental Insurance Company, two PPOs and one dental HMO plan. Both PPO plans allow employees to choose any licensed dentist.

Vision - Fully insured Vision Care benefits are offered by Superior Vision Services. Two vision plan options that offer either standard or enhanced vision benefits. Life Employees receive $40,000 of group term life insurance and $40,000 of basic accidental death and dismemberment insurance for free, with options to purchase additional employee and dependent coverage for both at group rates.

Retirement - Employees are eligible for either the Teacher Retirement System (TRS) or the Optional Retirement Plan (ORP). TRS is a defined benefit retirement plan which UT Health matches employee contributions. ORP is for eligible faculty staff employees. Voluntary retirement programs are also available to invest before- or after-tax dollars with the choice of five quality retirement plan providers.

Time Off - A generous leave program offers multiple paid leave options:
  • Front-loaded Paid Time Off: 128 to 208 hours (16 to 26 days) of Paid Time Off based on years of service, given at the start of each fiscal year. PTO may be prorated in year one based on date of hire.
  • Extended Illness Bank: 8 hours (1 day) accrued per month which can be used for illness or injury after one day of Paid Time Off is taken.
  • Paid Family Leave: Up to 240 hours (6 weeks) to care for a spouse, child, or parent after 6 months of consecutive employment.
  • Holidays: 12 set paid holidays each year.


FSAs - Employees can enroll in flexible spending accounts (FSAs) to set aside money from earnings before taxes for qualifying dependent day care expenses or out-of-pocket health care expenses.

Discounts - Employees enjoy a range of discounts on services, tickets, and gym membership.
