This position serves as support to the Assistant Finance Director/Treasurer and assists with collection, custody, and disbursement of City revenues within the Treasurer’s office.

Supervises daily operations of the Treasury Division.

This position reports directly to the Assistant Finance Director/Treasurer.

Candidates must successfully pass by 70% or better in order to proceed in the process.

Directs the daily operations of the Treasurer’s Office to include assisting with collection of City of Saginaw funds and final review of disbursement of City funds. Responsible for the reconciliation of all daily work from receipt of monies to posting to general ledger. Performs banking transaction and verifies daily deposit total in absence of the Assistant Finance Director/Treasurer. Assists with billing of annual summer and winter property taxes and solid waste disposal bills; resolves citizen issues regarding the billing and collection. Deposits all incoming funds daily. Acts as the liaison for all outside payment processors (i.e.. Invoice Cloud, Digital Iris, Passport, Creditron). Uploads and reconciles remote deposits. Import and post credit card payments to the City’s financial system. Researches and corrects incorrectly applied payments for accounts receivable, water, building permits, business licenses, etc. Prepares and distributes NSF check letters to customers and performs reversals from customer accounts. Prepares tax files for mortgage companies and updates mortgage company codes in tax database each season. Answers all incoming Treasury telephone calls and emails and assists the general public when staff cannot answer questions. Transfers funds electronically to the Automated Clearinghouse system as necessary. Assists with compliance program for delinquent property taxpayers. Assists with training, maintaining data and resolving software malfunctions in the Tax Billing, Cash Receipts and Parking Tickets modules of any current City software. Assists with Board of Review adjustments, tax adjustments and adjusting journal entries in the computer system. Analyzes and updates divisional policies and procedures. Oversees related filing and record keeping system. Keeps abreast of changes in related legislation. Performs related work as directed by the Assistant Finance Director/Treasurer Associate degree required. Bachelor’s degree preferred. Must have two years proven staff supervisory/lead worker experience including administering the functions of a municipal treasury operation. Proven experience of BS&A Financials required. Experience handling and accounting for large sums of money. Must have knowledge of real and personal property tax laws, City Income Tax ordinances, collection experience, accounting, and ability to work with the public. Willing and able to pursue a Michigan Certified Professional Treasurer certification through the Michigan Municipal Treasurer’s Association. Must possess excellent written and oral communication skills. Must be able to meet deadlines and work under pressure. Must possess and maintain a valid State of Michigan driver’s license.
